DEPARTMENTAL RECOMMENDATION:

 

The County Administrator’s Office (CAO) recommends the Board of Supervisors receive an update on obligation status for projects utilizing Solano County American Rescue Plan Act (ARPA) Coronavirus State and Local Fiscal Recovery Funds (SLFRF).

 

SUMMARY/DISCUSSION:

 

Solano County received a direct federal funding allocation under the ARPA SLFRF program of $86,949,405. These funds are intended to provide support to the County in responding to the economic and public health impacts of COVID-19 and impacts on our communities, residents, and businesses. The Board of Supervisors has had multiple discussions on ARPA guidelines, received significant public input, and in March 2023 the Board of Supervisors completed its initial allocation of project funding for the full amount.

 

Since that time, staff have monitored ARPA projects and provided updates to the Board of Supervisors. Through the monitoring process, staff have identified some projects which completed under budget, and a limited number of projects which were either determined as not feasible to move forward with ARPA funding or require modifications to meet ARPA criteria which has necessitated re-allocation of funds. Reallocations include reallocating funds within workforce projects, water projects, and a new project to purchase and renovate the former Parkrose Gardens to provide permanent supportive housing. Most recently, on October 22, 2024, the Board allocated funding toward radio interoperability, emergency preparedness for natural disasters, emergency food, and funding for revenue replacement. In addition, the Board directed staff to reallocate any additional unobligated funding that was identified to Revenue Recovery up the maximum amount claimable.

 

Attachment A provides an update on obligation status of all projects. As directed by the Board based on obligation status and contracts that have ended releasing funds, additional funds have been directed toward Revenue Recovery for a total Revenue Recovery amount of $40,730,585 which is within the total claimable amount of $41,138,741. All funds are expected to be fully obligated by the deadline of December 31, 2024.

 

FINANCIAL IMPACT:

 

Solano County received a direct federal funding allocation of $86,949,405 under the ARPA SLFRF program. These funds must be obligated by the deadline of December 31, 2024 set by the US Treasury. This item provides an update to the Board on the status of the obligation of funds. There is no impact to the County General Fund.

 

ALTERNATIVES:

 

The Board could choose not to receive a status update. This is not recommended as the Board has requested ARPA status updates.

 

OTHER AGENCY INVOLVEMENT:

 

The County Administrator’s Office and the Auditor Controller’s Office has been working together to ensure the County is meeting ARPA administrative reporting requirements and to identify administrative costs. Many departments are involved with implementation of projects.
