DEPARTMENTAL RECOMMENDATION:

 

The County Administrator recommends the Board of Supervisors adopt a resolution to amend the Allocation List (Attachment A) to

1.                     Add one (1.0) full-time equivalent Administrative Secretary (C) position;

2.                     Delete one (1.0) full-time equivalent County Administrator Executive Assistant position; and

3.                     Convert one (1.0) Limited-Term Management Analyst position to (1.0) full-time permanent Management Analyst (Sr) position in the County Administrator’s Office

 

SUMMARY:

 

The County Administrator has conducted a review and evaluation of the current CAO Office operations and employee assignments and requests that the County Administrator Executive Assistant be replaced with an Administrative Secretary (C) and requests that the vacant Limited-Term Management Analyst position be converted to a full-time permanent position to address increased workload in the CAO office.

 

FINANCIAL IMPACT:

 

There are sufficient budget resources in the County Administrator Budget for these changes.

 

DISCUSSION:

 

With the retirement of the County Administrative Executive Assistant, and several other retirements of staff in clerical positions the past 18 months, have allowed for a review of clerical needs for the CAO office going forward.  The office requirements for administrative support have changed; with the expanded use of technology for scheduling, filing, and budget prep, and the classification of Administrative Secretary (C) is now desired. The Limited-Term Management Analyst position was created as a military backfill for the department. The position has not been filled to date.  The CAO Office has added the additional responsibilities in the area of housing support, dedicating one of the existing allocated positions and now has identified an outstanding need for a full-time analyst based on the existing workload and is seeking approval to convert the allocated vacant Limited-Term Management Analyst to a 1.0 FTE permanent Management Analyst (Sr) position.

 

ALTERNATIVES:

 

The Board of Supervisors could elect to not adopt the Amendment to the Allocation List for the two positions; however, staff does not recommend this alternative since the proposed change in the appropriate administration support position classification is appropriation for the change in operations requested by the County Administrator and the change from the Limited-Term Analyst to a Regular FTE will restore the analyst staffing for existing CAO analysts and special projects.

 

OTHER AGENCY INVOLVEMENT:

 

The Department of Human Resources has reviewed the Administration classification and prepared the Resolution for this Recommendation.
