DEPARTMENTAL RECOMMENDATION:
The District Attorney (DA) recommends that the Board of Supervisors adopt a resolution authorizing the District Attorney, or her designee, to submit a grant application and related documents to the California Governor’s Office of Emergency Services (CalOES) for the Victim Witness Assistance (VW) Program in the amount of $774,891 for the period of October 1, 2024 through September 30, 2025; and Adopt a resolution amending the List and Numbers and Classifications of Positions to extend 3.0 FTE Victim Witness Assistants (Limited-Term) and 1.0 FTE Office Assistant II (Limited-Term) positions through September 30, 2026.
SUMMARY/DISCUSSION:
Funding for the FY2025/26 Victim/Witness Assistance Program for Solano County is $774,891, a decrease of $37,416 when compared to FY2024/25. This grant award represents the 44th year the District Attorney’s Office has received funding under this program. The Victim Witness Assistant Grant Program currently funds 5.5 FTE Victim Witness Assistant positions and 1.0 FTE Office Assistant II positions. This includes two 1.0 FTE Victim Witness Assistant (Limited-Term) positions, two 0.5 FTE Victim Witness Assistant (Limited-Term) positions, and two 0.5 FTE Office Assistant II (Limited-Term) positions, which are being requested to extend through September 30, 2026. The grant funds the salaries and benefits for Victim/Witness staff in the District Attorney’s Office and clerical and administrative support from Office Assistants.
FINANCIAL IMPACT:
Receipt of the grant award would have no General Fund impact. The total funding amount is $874,333 which includes $99,442 in a County match requirement. This match requirement will be achieved with the use of the CalOES recommended 15% de Minimus indirect cost rate, which accounts for administrative salary expense and overhead.
The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2025/26 Working Budget.
ALTERNATIVES:
The Board may choose to not authorize the submission of this grant proposal. This is not recommended as it would result in the loss of $774,891 in grant revenue for the period of October 1, 2025 through September 30, 2026, while also jeopardizing efforts by the District Attorney’s Victim Witness Unit to continue services provided for victims of crime.
OTHER AGENCY INVOLVEMENT:
Human Resources has provided the resolution amending the List and Numbers and Classifications of Positions.
