DEPARTMENTAL RECOMMENDATION:

 

The Department of Health and Social Services (H&SS) recommends that the Board of Supervisors approve a contract with Orchard Software Corporation for $622,290 to transition the current Orchard Laboratory Information Management System to the cloud-based Orchard Enterprise Lab system to be used in the Napa-Solano-Yolo-Marin Public Health Laboratory for the period of November 1, 2025 through June 30, 2028; and delegate authority to the County Administrator to execute the contract and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999.

 

SUMMARY/DISCUSSION:

 

The Solano County Public Health Division’s (PH) Napa-Solano-Yolo-Marin Public Health Laboratory’s current Laboratory Information Management System (LIMS) is housed on an on-premises computer, supported by Orchard Software Corporation software. The LIMS processes sensitive data, including patient identifiers, electronic protected health information (ePHI), and laboratory testing results. To enhance data security, compliance system accessibility, and operational efficiency, H&SS and the Department of Information Technology (DoIT) jointly recommend migrating to Orchard Software’s cloud-based solution, Orchard Enterprise Lab (OEL). This new system will replace the existing LIMS, providing a secure, scalable, and cost-effective platform that aligns with the County’s strategic goals for information security, growth, and modernization. The OEL transition will ensure the integrity and protection of laboratory data for clients and patients while supporting the Department’s mission to deliver high-quality care.

 

This contract will support OEL's complete migration and implementation, ensuring that Solano County complies with data protection standards while improving system performance and user accessibility. The OEL system will also position the County to manage better future growth and technological advancements in public health services.

 

FINANCIAL IMPACT:

 

Funding for this contract is a combination of fees from the Napa-Solano-Yolo-Marin Joint Exercise of Powers Agreement (JEPA), lab service fees, and 1991 Public Health Realignment.  Appropriations are included in the Department’s FY2025/26 Working Budget and funds for the contract will be included in future years’ Requested Budgets. There is no impact on the County General Fund.

 

ALTERNATIVES:

 

The Board of Supervisors could choose not to approve this contract; however, this is not recommended, as it would put Solano County out of compliance with its ability to maintain secure and efficient operations for the laboratory information system.

 

OTHER AGENCY INVOLVEMENT:

 

H&SS and DoIT partnered to develop a system that securely manages the Public Health Lab’s data and meets the needs of the communities it serves.
