DEPARTMENTAL RECOMMENDATION:
The Sheriff recommends that the Board of Supervisors:
1. Approve a contract with Peregrine in the amount of $421,334 for data integration and reporting services for the period of November 1, 2026, through June 30, 2029;
2. Authorize the County Administrator or designee to execute the contract and any subsequent amendments, pending County Counsel concurrence, up to an annual aggregate of $74,999; and
3. Authorize the Sheriff, Undersheriff, or Director of Administrative Services to execute any amendments which are technical or administrative in nature.
SUMMARY/DISCUSSION:
The Sheriff’s Office collects data from multiple decentralized, customer-owned or licensed software, systems, and databases. Data includes, but is not limited to, information, documents, and electronic files. Data is essential to streamline investigations, track crime trends, meet state reporting laws, and build public trust.
Peregrine Technologies, Inc. (Peregrine) is a US-based company that provides a proprietary law enforcement and public safety software platform (Platform) designed to centralize data from multiple sources into a single, unified repository. Data sources include RIMS Computer-Aided Dispatch, RIMS Record Management System, ATIMS Jail Management System, Axon cloud-based video, IA Pro, and Flock Automatic License Plate Recognition data. The Platform offers interactive tools, including generative AI capabilities, that enable users to efficiently search, analyze, and visualize data in support of real-time decision-making and inter-agency collaboration.
The Platform has been widely adopted by public safety agencies throughout the area such as Vacaville Police Department, Dixon Police Department, Fairfield Police Department, San Mateo County Sheriff’s Department, San Francisco County Sheriff’s Office, and Marin County Sheriff’s Office. These agencies leverage the Platform to accelerate data analysis, improve situational awareness and enhance operational readiness. It enables them to respond to, solve, and analyze crimes faster and more effectively while increasing the safety of officers and community members. Additionally, data-sharing among agencies enhances regional collaboration efforts aimed at improving public safety outcomes.
The Sheriff’s Office entered into a short-term agreement with Peregrine and has been using the Platform since June of 2026. The Sheriff’s Office has been very satisfied with the Platform and is requesting the Board to approve a multi-year renewal agreement. Continued use of the Platform will allow for the study of data distributions and trends.
FINANCIAL IMPACT:
The total cost of the proposed multi-year agreement is $421,334, of which the cost for FY2026/27 is $105,334. The FY2026/27 agreement cost is funded by the California Supplemental Law Enforcement Service Fund (SLESF), Prop 172 Sales Tax revenue, and City of Vallejo reimbursement. The Sheriff’s Office FY2026/27 Working Budget includes sufficient appropriations to cover the subscription licensing cost and offsetting revenues. Therefore, Board action will not impact County General Fund.
The Sheriff’s Office will include the annual $158,000 subscription licensing cost in its FY2027/28 and FY2028/29 Recommended Budgets together with offsetting SLESF and Prop 172 Sales Tax revenues.
The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2026/27 Working Budget.
ALTERNATIVES:
The Board of Supervisors could choose not to approve the agreement; however, this alternative is not recommended as the software platform helps to drive daily operations, measure performance, and allocate patrol resources based on real-time crime analysis.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved the Agreement as to form. DoIT reviewed and approved the Agreement as to content.
