DEPARTMENTAL RECOMMENDATION:
The County Administrator’s Office (CAO) recommends the Board of Supervisors:

2. Reallocate $12,000 in ARPA SLFRF between projects for Small Business Support;

SUMMARY/DISCUSSION:
Solano County received a direct federal funding allocation under the ARPA SLFRF program of $86,949,405. These funds are intended to provide support to the County in responding to the economic and public health impacts of COVID-19 and impacts on our communities, residents, and businesses.
The Board has requested periodic updates of progress toward meeting goals. This item contains multiple reports for Board review:
1. The 2024 Solano County ARPA Annual Recovery Plan (Attachment A) was submitted to the US Treasury by the July 31, 2024 deadline documenting Solano County’s use of ARPA funds through June 30, 2024.
2. The ARPA Project Status Update through June 30, 2024 (Attachment B) shows the most recent status of all approved ARPA projects. As of June 30, 2024, over $63 million in funds (nearly 73%) has been obligated and $44 million (over 50%) has been spent.
3. An update on the progress of the Revolving Loan Fund is provided in Attachment C. Since February 2024 when the program launched over $2 million on loans have been made to 28 small businesses and non-profits.
In addition to the reports provided, this item is requesting the Board reallocate funds between approved projects in two Categories as follows:
1. Reallocate $12,000 between projects implemented by the Small Business Development Center (SBDC) due to higher than expected completions for business incubator program
• Increase to Project 18-Grants for Incubator Graduates by $12,000 to provide three additional grants to businesses that have completed the program.
• Offset this by reducing $12,000 from Project 21-Work Based Mental Health Services. This project is expected to end in September 2024 underbudget.
2. Reallocate $65,000 between water projects due to higher than expected costs to complete the Sandy Beach Dump Station
• Increase Project 49-Sandy Beach RV Sewer Connection by $65,000 to remove/replace the double chamber vault system and purchase & install additional components requested by the City of Rio Vista to complete the project.
• Offset this by: (1) reducing $34,786 from Project 34-Vacaville Muni Water Connection which is expected to be completed underbudget; and (2) utilizing $30,214 remaining from Project 50-Sandy Beach Potable Water Evaluation which was completed underbudget.
FINANCIAL IMPACT:
Solano County received a direct federal funding allocation of $86,949,405 under the ARPA SLFRF program. This item provides an opportunity to for the Board to reallocate funds which have been identified as needed to complete approved projects. There is no impact to the County General Fund.
ALTERNATIVES:
The Board could choose not to receive a status update and consider providing direction on the process for reallocating funds. This is not recommended as the Board has requested ARPA status updates. In addition, this is the opportunity for the Board to provide direction on reallocation prior to the obligation deadline of December 31, 2024.
OTHER AGENCY INVOLVEMENT:
The County Administrator’s Office and the Auditor Controller’s Office has been working together to ensure the County is meeting ARPA administrative reporting requirements and to identify administrative costs. Many departments are involved with implementation of projects.
