DEPARTMENTAL RECOMMENDATION:

 

It is requested that the Board of Supervisors:

 

1)                     Ratify the Treasurer Tax Collector’s approval of an amendment to an agreement with Granicus LLC totaling $102,945 for a software upgrade and annual support costs associated with the County Clerk modules of the Granicus software, resulting in a total not to exceed amount of $472,945; and

 

2)                     Authorize the County Administrator to execute the contract and any subsequent modifications, with County Counsel concurrence, in an amount not to exceed 10% of the total contract amount.

 

SUMMARY/DISCUSSION:

 

On May 7, 2013, the Board approved an initial contract with Southtech Systems, now Granicus LLC, to provide an integrated suite of modules to facilitate the electronic provision of services as provided by the County Clerk (CC) division of the Treasurer-Tax Collector-County Clerk (TTCCC). The software and services provided by Granicus have repeatedly demonstrated their value in maintaining efficient and effective operations, such as allowing the County to be one of a few in the State capable of issuing marriage licenses during the height of the COVID-19 pandemic. The proposed upgrade will migrate the existing data and services to a native language currently supported and facilitate the continued efficient delivery of County Clerk services for the foreseeable future.

 

 

FINANCIAL IMPACT:

 

The contract totals $472,945, including the original contract amount of $370,000, and the addition of $102,945 for the purchase of upgraded software to the currently supported standard, and annual maintenance support for the software including a 3.0% capped annual inflation adjustment.

 

Costs associated with the purchase and annual support will be recovered through fee for service revenue as generated by the County Clerk on an ongoing basis.  The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2024/25 Working Budget.

 

ALTERNATIVES:

 

The Board could choose not to ratify this contract with Granicus LLC for County Clerk software modules.  This is not recommended as the current version of the software includes unsupported software components that are critical to the provision of County Clerk services.
