DEPARTMENTAL RECOMMENDATION:
Supervisor Wanda Williams recommends that the Board of Supervisors adopt a resolution recognizing World Autism Awareness Day as a time to raise awareness about individuals around the world, United States and in Solano County living with autism and to empower each of them with the skills and knowledge to become productive adults.
SUMMARY/DISCUSSION:
Autism affects children of all racial, ethnic, and socioeconomic backgrounds and is four times more likely to occur in boys than in girls. Fortunately, it is detectable at an early age, and research shows that children diagnosed between 0 to 3 years old who receive regular medical care and early intervention often show significant improvements in communication and learning. Parents play a vital role as advocates, guiding their children through medical treatments, educational systems, and therapies. This advocacy doesn’t stop in childhood; even after high school, many families face the challenge of finding suitable programs and services for their now-adult children, with over 50,000 young autistic adults aging out of school systems each year and struggling to find support.
The demands of raising a child with autism can deeply affect a family's daily life, emotional well-being, and long-term planning. Parents often face a steep learning curve as they search for effective therapies and support systems, while also learning how to best connect with and understand their child. Siblings may wrestle with complex emotions, ranging from pride in their sibling's progress to feelings of being overlooked. Financial strain is common due to the high cost of care and intervention services. Yet, despite these challenges, many families discover strength in adversity, develop closer bonds, and find purpose in advocating for their loved ones with autism throughout every stage of life.
FINANCIAL IMPACT:
The costs associated with preparing the agenda item are nominal and absorbed by the District 3 FY2024/25 Working Budget.
ALTERNATIVES:
The Board could choose not to adopt this resolution but that would not be recommended given the significance of World Autism Day and the importance of awareness.
