DEPARTMENTAL RECOMMENDATION:
Solano County Health and Social Services Behavioral Health Division recommends that the Board of Supervisors adopt a resolution to designate Adventist Health Vallejo as a California Welfare and Institutions Code §§ 5150 et seq. and §§ 5585.50 et. seq. involuntary detention facility for evaluation and treatment of adults, children, and adolescents who are experiencing acute psychiatric symptoms.
SUMMARY:
Adventist Health Vallejo, located in Vallejo, California has been a designated involuntary detention facility for over 20 years and requires a new three-year designation. Clients admitted to Adventist Health Vallejo may be held on a Welfare and Institutions Code (WIC) §§ 5150 et seq. and §§ 5585.50 et. seq. hold based upon assessment at a local hospital emergency department or the County’s Crisis Stabilization Unit. As a locked psychiatric inpatient facility, it is necessary for Adventist Health Vallejo to be designated a WIC §§ 5150 et seq. and §§ 5585.50 et. seq. involuntary detention facility and authorized to perform evaluation and treatment. The Health and Social Services, Behavioral Health Division, has worked closely with Adventist Health Vallejo in meeting the requirements for a WIC §§ 5150 et seq. and §§ 5585.50 et. seq. designation.
Additionally, Solano County Behavioral Health contracts with Adventist Health Vallejo to ensure that patient’s rights services and information are shared with individuals under their care, including the right to contact an advocate and the Office of Patients' Rights pursuant to California WIC §§ 5520(d), 9 CCR 863.2(a)(1) and (a)(2).
FINANCIAL IMPACT:
Designating Adventist Health Vallejo as a WIC §§ 5150 et seq. and §§ 5585.50 et. seq. facility does not create an additional impact to the department's FY2024/25 Working Budget or the County General Fund. The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2024/25 Working Budget.
DISCUSSION:
Acute psychiatric hospitals provide inpatient psychiatric care to Solano’s most vulnerable individuals and provide stabilization and care coordination so these individuals can be discharged to available community support systems. Every three years, involuntary detention facilities operating within Solano County are subject to a review process conducted by the Solano County Behavioral Health Quality Assurance (QA) team before being recommended for designation as a WIC §§ 5150 et seq. and §§ 5585.50 et. seq. involuntary detention facility.
According to the Department of Health Care Services (DHCS) Licensing and Certification Division, in order to designate Adventist Health Vallejo as a WIC §§ 5150 et seq. and §§ 5585.50 et. seq. certain requirements are essential:
• The County Behavioral Health Director needs to request approval for such designation from the DHCS on behalf of the Board of Supervisors; and
• The request must be accompanied by a formal Board of Supervisor’s adopted resolution indicating approval of the WIC §§ 5150 et seq. and §§ 5585.50 et. seq. designation and authorizing the facility as a designated 72-hour evaluation and treatment facility for persons who are experiencing acute psychiatric symptoms; and
• Attestation that indicates the program will meet or has the capacity to meet the requirements of Title 9, California Code of Regulations 663, "Minimum Staffing Requirements," and 821, "Approval of Facilities."
The Solano County Behavioral Health Quality Assurance (QA) team has completed the requisite evaluation and is recommending that the Board of Supervisors adopt a resolution to designate Adventist Health Vallejo as a WIC §§ 5150 et seq. and §§ 5585.50 et. seq. Involuntary Detention Facility. The Board’s resolution will be submitted to DHCS along with the Quality Assurance team’s site visit and policy review of the facility prior to DHCS officially designating the facility for an additional three years.
ALTERNATIVES:
The Board may choose to not adopt this resolution. This is not recommended as it is critical to have WIC §§ 5150 et seq. and §§ 5585.50 et. seq. designation in order for this locked hospital to continue to provide treatment.
OTHER AGENCY INVOLVEMENT:
Adventist Health Vallejo partnered with the Solano County HSS Behavioral Health QA team to successfully complete the Involuntary Detention Facilities designation site and policy review.
