DEPARTMENTAL RECOMMENDATION:

The County Administrator’s Office recommends the Board of Supervisors, acting as the Board of Supervisors, and acting as the Directors for the Montezuma, Suisun, and Vacaville Fire Protection Districts:

1)                     Approve a Memorandum of Understanding between Solano County and the Montezuma, Suisun, and Vacaville Fire Protection Districts in furtherance of reorganization efforts; and

2)                     Delegate authority to the County Administrator and to the Fire Chiefs of the Montezuma, Suisun, and Vacaville Fire Protection Districts to execute the Memorandum of Understanding.

SUMMARY/DISCUSSION:

On March 11, 2025 the Board of Supervisors assumed governance of the Montezuma, Suisun and Vacaville Fire Protection Districts (Districts).  At this time, staff is returning with a Memorandum of Understanding (MOU) between the County and the Districts to establish the commitment to and parameters for working collaboratively to study the feasibility of the reorganization and consolidation of fire and emergency services.  The MOU identifies key information to be shared between the County and Districts for the study and analysis of the feasibility of actual consolidation of fire and emergency services prior to initiating any reorganization application before the Solano Local Agency Formation Commission (LAFCO).  The MOU also directs staff to work on the development of a governance structure for the joint management of the Districts.

FINANCIAL IMPACT:

The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2024/25 Working Budget.

ALTERNATIVES:

The Board may choose not to approve this MOU at this time.  This is not recommended, however, because the MOU is intended to provide the Districts with direction from their new Board of Directors regarding the furtherance of the reorganization effort.

OTHER AGENCY INVOLVEMENT:

None.
