DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services (H&SS) recommends that the Board of Supervisors adopt a resolution to clarify signatory authority of the County Administrator for the Behavioral Health Performance Contract between the California Department of Health Care Services and the County of Solano.
SUMMARY/DISCUSSION:
On August 24, 2021, the Board authorized the renewal of the Behavioral Health Performance Contract with the California Department of Health Care Services and adopted a resolution authorizing the prior County Administrator to sign and execute the contract and any administrative amendments issued by the DHCS. The Behavioral Health Performance Contract between the DHCS and the County of Solano is for “zero dollars;” however, it outlines the conditions and requirements to receive funding for the Mental Health Services Act (MHSA), Projects for Assistance in Transition for Homelessness, Community Mental Health Services Block Grant and Substance Abuse Block Grant programs and provides legal parameters for administering the Medi-Cal Behavioral Health Plan (BHP) operated in the county, including authority to manage the health plan and draw down Medi-Cal funding. The contract offers requirements for BHP's administrative structure, quality metrics (e.g., timeliness, access, and outcomes), problem resolution processes, and data reporting.
DHCS requires a Board resolution authorizing a signatory to sign and execute Performance Contract #21-10118 and any administrative amendments. An updated resolution is recommended and DHCS will accept one that provides delegated authority to the ‘County Administrator’ without naming an individual to execute any administrative amendments.
The original Behavioral Health Performance contract was for the period of July 1, 2021 through June 30, 2024. A first amendment extended the contract through June 30, 2025. The second amendment extended the contract through June 30, 2026.
FINANCIAL IMPACT:
The agenda item is a technical clean-up item to clarify the signatory. The contract assures the County’s commitment to the requirements associated with receiving program funds and there are no significant impacts to the program or program funding.
ALTERNATIVES:
The Board may choose not to adopt this resolution; however, the technical modification to the prior resolution is required in order to have the current County Administrator approve/sign the DHCS Performance Contract and any administrative amendments.
