DEPARTMENTAL RECOMMENDATION:
The Workforce Development Board of Solano County recommends that the Board of Supervisors:
1. Approve a contract with the Student Conservation Association, Inc. for Xplore Solano Youth Work Experience program for the term of May 1, 2026, through August 31, 2026, for a total contract amount of $120,000;
2. Delegate authority to the County Administrator to execute the agreement and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999; and
3. Authorize the Executive Director of the Workforce Development Board of Solano County to execute amendments that are technical or administrative in nature and have no fiscal impact.
SUMMARY/DISCUSSION:
The Workforce Development Board of Solano County (WDB) develops and administers several contracts each fiscal year based on federal, state and local funding for regional and local program services. Contracts also include service agreements to maintain the overall infrastructure of the organization.
A procurement was conducted in accordance with WDB’s procurement policy to identify qualified providers to deliver day-to-day supervision and employer of record services for participants in the Xplore Solano Youth Work Experience Program. Two quotes were received and evaluated. Student Conservation Association, Inc. (SCA) was selected based on their demonstrated experience successfully operating this program since 2023, ability to meet program requirements, and commitment to providing a cash match to ensure the total contract cost does not exceed the requested budget maximum.
The program is designed to provide Workforce Innovation and Opportunity Act (WIOA) Youth-eligible young adults, following their junior or senior year in high school, with exposure to specific careers and skill development. The program will serve up to ten youth through a five-week experience consisting of four days per week of hands-on work in the field related to water, sustainable agriculture, and land preservation, and one day per week focused on workshops and/or training covering worksite wrap-ups, vocational exploration, and connection to community resources.
The WDB is seeking approval for a contract with Student Conservation Association, Inc. for services effective May 1, 2026 through August 31, 2026, in an amount not to exceed $120,000.
FINANCIAL IMPACT:
The WDB has funding in its FY2025/26 Working Budget and FY2026/27 Requested Budget to cover the cost of this contract.
ALTERNATIVES:
The Board could direct staff to obtain additional quotes as part of the procurement process to determine if other qualified providers are available. However, the selected vendor has successfully delivered this program since 2023 and continues to meet staff’s expectations in both program quality and cost efficiency. Additionally, locating other potential vendors and requesting additional quotes at this stage would delay program implementation and could impact the timely delivery of services to eligible youth participants.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved this contract included on this agenda for legal sufficiency.
