DEPARTMENTAL RECOMMENDATION:

 

The Department of Resource Management recommends that the Board of Supervisors adopt and present a resolution and plaque of appreciation honoring Charlie Palomeras, Senior Engineering Technician, upon his retirement from the Department of Resource Management with over 36 years of dedicated public service to Solano County.

 

SUMMARY/DISCUSSION:

 

Charlie Palomeras began his career with Solano County’s Department of Resource Management, Public Works Engineering Division, as an Engineering Aide in July of 1989. After several years of field and office-related work on transportation projects, Mr. Palomeras was promoted to Engineering Technician, Senior in 1998. As a Senior Engineering Technician, Mr. Palomeras concentrated on development review and mapping services for the Survey Section.

 

With over 36 years of public service to Solano County, Mr. Palomeras has proven himself an essential member of the Public Works Engineering Division. Throughout the years he has expanded his technical skills and become a vital leader and mentor to his coworkers. As the lead Senior Engineering Technician in the Survey Section, Mr. Palomeras specializes in assisting the County Surveyor by reviewing Subdivision Maps, Records of Survey and Corner Records. Additionally, he oversees the impact fee programs and processing of transportation and encroachment permits as well as indexing and maintaining the public records for our local Professional Land Surveyors.

 

Mr. Palomeras has shown a high level of commitment, competence and precision in reviewing the variety of permit applications, various plans and record documents submitted. His decades of knowledge and experience reviewing land use maps is unmatched in our region and the institutional knowledge Mr. Palomeras carries with him will be a challenge to replace. He has demonstrated strong leadership abilities through indexing and maintaining the mapping system, improving review timelines and training staff on essential Subdivision Map Act provisions.

 

Mr. Palomeras demonstrates professionalism and excellence in the performance of his duties, along with excellent interpersonal skills and sense of humor. His ability to bring levity to the Division will truly be missed. Upon his retirement effective May 22, 2026, the Department wishes Mr. Palomeras a long, travel-filled and happy retirement.

 

FINANCIAL IMPACT:

 

The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2025/26 Working Budget. The costs associated with the purchase of the resolution materials and plaque of appreciation is included in the Board’s FY2025/26 Working Budget.

 

ALTERNATIVES:

 

The Board may choose not to adopt a resolution or approve a plaque of appreciation; however, this is not recommended, as this is an opportunity to honor Charlie Palomeras for his years of public service to the Department of Resource Management and the citizens of Solano County.
