DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services (H&SS) recommends that the Board of Supervisors approve a first contract amendment with Abode Services for $277,341 for a total contract amount of $26,420,232 for supportive housing services for the current period through June 30, 2026; and delegate authority to the County Administrator to execute the amendment and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999.
SUMMARY/DISCUSSION:
On November 7, 2023, the Board of Supervisors approved a three-year contract with Abode Services for $26,142,891 to provide street outreach, housing navigation, landlord engagement, and subsidy administration, rapid rehousing, and permanent supportive housing services to individuals experiencing behavioral health challenges for the period of December 1, 2023 through June 30, 2026.
On January 23, 2023, the Board accepted the Homeless Housing, Assistance, and Prevention Round 3 grant award of $1,607,846 from the California Interagency Council on Homelessness (Cal ICH) for supportive housing services to assist behavioral health clients. Cal ICH requires the Homeless Housing, Assistance, and Prevention Round 3 (HHAP-3) grant program funding be contractually obligated by May 31, 2024 and expended by June 30, 2026.
The first contract amendment with Abode Services increases the contract amount by $277,341 and expands the delivery of permanent supportive housing services to include homeless or at-risk homeless youth and transitional-aged youth (TAY) experiencing behavioral health challenges in the second and third years of the agreement. The amendment will be funded with the HHAP-3 grant allocation.
The Abode Services contract aligns seamlessly with Solano County’s five-year regional strategic plan to respond to homelessness in Solano County, a collaborative effort between Solano County Health and Social Services and the Community Action Partnership (CAP) Solano JPA, as well as MHSA requirements around housing services.
FINANCIAL IMPACT:
The contract amendment will be funded with $277,341 in State Homeless Housing, Assistance, and Prevention Round 3 (HHAP-3) grant program funding. This funding supports the obligation to provide permanent supportive housing services for persons who are homeless and have a mental health or substance use issues. Appropriations for the HHAP-3 grant are included in the FY2023/24 Working Budget and included in the Department’s FY2024/25 Requested Budget. This is no additional impact on the County General Fund.
The costs of preparing the agenda item are nominal and absorbed by the Department’s FY2023/24 Working Budget.
ALTERNATIVES:
The Board may choose not to approve the contract amendment with Abode Services. This is not recommended as this contract assists H&SS’ Behavioral Health Division’s ability to provide supportive housing services to individuals experiencing behavioral health issues, including at risk homeless youth and transitional-aged youth. Additionally, if the HHAP-3 funds are not contractually obligated by May 31, 2024, Solano Behavioral Health is at risk of forfeiting the funds that would otherwise support the continuation of these vital supportive housing services.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved the contract for legal sufficiency.
