DEPARTMENTAL RECOMMENDATION:

 

The Department of Resource Management recommends that the Board of Supervisors authorize the Director of Resource Management to execute a funding agreement for the County’s contribution of $100,139 for the purchase of Solano Express Intercity Bus Replacements.

 

SUMMARY/DISCUSSION:

 

SolanoExpress provides intercity transit bus service that connects the cities in Solano County to the Bay Area, Bay Area Rapid Transit (BART), Sacramento, and UC Davis. The Solano Transportation Authority (STA) and the two intercity transit operators that operate the SolanoExpress intercity transit service (Soltrans and the City of Fairfield) have been working on plans to replace all 35 of the aging intercity buses that provide the SolanoExpress intercity transit service, which requires the local jurisdictions pay shares (largely based on population and ridership) toward the replacement costs. 

 

Due to funding eligibility, and in partnership with the STA and City of Dixon, the County’s $100,139 share towards the bus replacements will be covered by the City of Dixon’s Transportation Development Act funds.  The funding agreement will allow the City and County’s joint share of $452,551 to be claimed through the regional Transportation Development Act (TDA) process.  Neither Dixon nor the County will be required to contribute any additional funds for the SolanoExpress bus replacements through June 30, 2023.  With the Board’s authorization, the Director of Resource Management will execute the funding agreement with the STA and the City of Dixon.

 

FINANCIAL IMPACT:

 

There is no cost associated with this item. The County’s share of the bus replacement costs will be funded by the City of Dixon’s Transportation Development Act funds. There is no impact to the Road Fund or General Fund.

 

ALTERNATIVES:

 

The Board could choose to not adopt the resolution. This is not recommended as the County has some ridership on the express bus .

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed this item and approved it as to form.
