DEPARTMENTAL RECOMMENDATION:

 

The Department of General Services recommends the Board adopt and present a resolution recognizing July 2025 as the 250th anniversary of the United States Postal Service and honoring the Solano County Mail Courier staff for their vital role in supporting County operations.

 

SUMMARY/DISCUSSION:

 

The United States Postal Service (USPS) traces its origins to 1775, when the Second Continental Congress appointed Benjamin Franklin as the first Postmaster General, laying the foundation for the nation's postal system. In 1787, the U.S. Constitution further solidified the importance of the postal system by granting Congress the authority to establish post offices and postal roads.  The Postal Service Act of 1792 formally created the national postal system, spurring its growth and integration into daily American life.

 

Throughout its 250-year history, the postal system has adapted to meet the changing needs of the nation - from the use of stagecoaches and railroads to the adoption of digital technologies - all in service of connection people and supporting government services.

 

Here in Solano County, our dedicated mail courier staff continue that tradition. Every day, they diligently pick up and deliver mail across more than 50 County divisions, ensuring the reliable and timely distribution of vital internal and outgoing communications.  Their commitment reflects the spirit of enduring UPS motto: "Neither snow nor rain nor heat nor gloom of night stays these couriers from the swift completion of their appointed rounds."

 

In addition to transporting thousands of pieces of mail each day, our mail couriers ensure outgoing mail complies with USPS regulations and is processed using the most cost-effective methods.  Their attention to detail and efficiency help the County minimize costs while maintaining essential services.

 

Departments that benefit from courier services include General Services, Health and Social Services, Library, Sheriff’s Office, and many others.  These staff members work behind the scenes, yet their contributions are critical to the seamless operation of government.

 

Recognizing July 2025 as the 250th anniversary of the nation’s postal system provides a timely opportunity to honor the Solano County Mail Courier staff for their dedication, professionalism, and service to the organization and the public.

 

FINANCIAL IMPACT:

 

The cost associated with preparing this agenda item is nominal and included in the department’s FY2024/25 Working Budget. There is no additional financial impact on the County as a result of recognizing Solano County Mail Courier staff in July 2025.

 

ALTERNATIVES:

 

The Board could choose not to adopt the resolution; however, this alternative is not recommended as July marks a meaningful opportunity to recognize the dedication and service of the County’s mail professionals in conjunction with the national postal system’s 250th anniversary.

 

OTHER AGENCY INVOLVEMENT:

 

This resolution is presented jointly with the Department of General Services, Health and Social Services, Solano County Library, and the Sheriff’s Office.
