DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services recommends that the Board of Supervisors adopt and present a resolution recognizing November 2025 as National Care at Home Month acknowledging In-Home Supportive Services Home Care Workers in Solano County.
SUMMARY:
Each November, the Department of Health and Social Services (H&SS) joins the National Alliance for Care at Home to observe National Care at Home Month. This offers a time to recognize and honor caregivers across the county, raise awareness of caregiver issues, increase support for caregiving, and celebrate the efforts of millions of Americans who provide this essential service.
FINANCIAL IMPACT:
The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2025/26 Working Budget. The costs associated with preparing and purchasing resolution materials are included in the Board’s FY2025/26 Working Budget. There is no additional impact on the County General Fund.
DISCUSSION:
National Care at Home Month celebrates various types of in-home care, including home health care, hospice care, palliative care, Medicaid Home and Community Based Services, and other types of home care for seniors or those living with serious disability or acute illness. Home caregivers provide access to high-quality, person-centered healthcare allowing seniors and others to remain in whatever setting where they call home. In addition, the Caregiver Action Network observes National Family Caregivers Month in the month of November, which recognizes the unique role of caregivers who provide care to family members.
For more than thirty years, Solano County, in partnership with the State of California and the federal government, has supported the needs of low-income seniors and people with disabilities to receive assistance to remain in their homes through the In-Home Supportive Services (IHSS) Program. IHSS workers assist seniors, children with disabilities, and adults with disabilities to live safely and with dignity in their homes. In-home care providers are dedicated and committed to serving their clients and the community.
As of August 2025, Solano County has more than 7,000 home care workers providing care for approximately 7,200 clients with chronic illness, cognitive impairments, severe mental illness, intellectual disabilities, hearing or visual impairments, and mobility impairments. Nearly three out of four (73%) of Solano IHSS home care workers are related to their IHSS clients which allows families to keep their loved ones close and in a familiar environment to maintain a higher quality of life.
Solano County’s Master Plan on Aging and Disabilities shows that the population of residents over the age of 60 is growing and that a larger percent of the aging population is living in poverty. In addition, more than one quarter (26%) of adults aged 65-74 and nearly half (46%) of adults 75 and over in Solano County are living with a disability. As the senior population grows throughout Solano County, the demand for in-home care workers will increase within the IHSS Program and other health systems.
In the month of November, Solano County will recognize the work that home care workers provide to some of the most vulnerable members of the Solano community.
ALTERNATIVES:
The Board may choose not to adopt and present this resolution. This is not recommended as it is an opportunity to recognize the dedication and commitment of IHSS home care workers.
