DEPARTMENTAL RECOMMENDATION:

 

The Treasurer - Tax Collector - County Clerk Department (TTCCC) recommends the Board adopt a resolution amending the List of Numbers and Classifications of Positions to delete a limited term 1.0 Full - Time Equivalent (FTE) Office Assistant II approved by the Board on June 19, 2018 and add a limited term 1.0 FTE Accounting Clerk II in the TTCCC Tax Collection Division.

 

SUMMARY/DISCUSSION:

 

In conjunction with the Assessor - Recorder, Auditor - Controller, Department of Information Technology, and County Administrators Office (CAO); the TTCCC is undergoing an enterprise level migration of the Property Tax Administration System. In support of this effort, a limited term Office Assistant II position was added to the approved List of Numbers and Classification of Positions within the Tax Division as part of the Supplemental Budget request.

 

To complete the system migration in the most expeditious and efficient manner, the TTCCC is requesting to delete this currently vacant limited term Office Assistant II position to a limited term Accounting Clerk II position.  The reclassification is being requested to more closely align the position specifications to the anticipated workload.

 

The limited term Accounting Clerk II position will absorb the duties of the current Accounting Clerk staff in the Tax Collection Division while allowing current staff the ability to provide extensive operational design input and system testing required for the implementation of the new Property Tax Administration System.

 

Due to the increasing number of fiscal responsibilities associated with this position, it has been determined that the position needs additional accounting and fiscal controls experience not available within the Office Assistant II position.

 

FINANCIAL IMPACT:

 

The recommendation will increase position costs by $3,000 annually for a total additional cost of $7,500 over the remainder of the limited term. All costs associated with this position are funded by the Solano County Property Tax System (SCIPS) migration fund.

 

The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2018/19 Adopted Budget.

 

ALTERNATIVES:

 

The Board could choose not to approve the position change request.  This is not recommended as it will prevent the TTCCC from hiring staff with the skills needed to complete a successful enterprise migration.

 

OTHER AGENCY INVOLVEMENT:

 

The Department of Human Resources and the County Administrator’s Office have reviewed this proposal and recommend the position change.
