DEPARTMENTAL RECOMMENDATION:

 

Authorize the Director of Resource Management to enter into a funding agreement with Yolo County to split local match costs totaling $3,300,000 for each agency for construction of the Stevenson Bridge Road Bridge Rehabilitation Project.

 

SUMMARY:

 

The Department of Resource Management recently received confirmation of a federal aid funding award from Caltrans for construction of the Stevenson Bridge Road Bridge Rehabilitation Project. The Project will repair and rehabilitate the aging structure and improve the curve along the southern approach. The Bridge spans Putah Creek, which is the dividing line between Solano and Yolo Counties.

 

While the federal aid funds will pay approximately $8.8 million of the construction contract cost, the remaining $3.3 million in total project cost must be paid by the counties jointly as local match. The Funding Agreement (Attachment A) will split all local match costs evenly between the two counties with Solano County acting as lead agency for construction delivery. An agreement with Yolo County is required to confirm full funding for construction of the Project and staff is requesting the Board authorize the Director of Resource Management to enter into this agreement.

 

FINANCIAL IMPACT:

 

The project will total approximately $12,000,000, with $10,500,000 in estimated construction contract costs and $1,500,000 in construction engineering and inspection costs.  The project will be primarily funded by federal funds including Highway Bridge Program Funds (approximately $5.4 million) and a federal earmark sponsored by Congressman John Garamendi (approximately $3.4 million). The estimated $3.3 million remaining is a required local match and will be split equally between Solano County and Yolo County. Solano County’s portion totaling approximately $1.65 million will be paid from the Road Fund.

 

The costs associated with preparing this agenda item are nominal and absorbed by the Department’s FY2025/26 Working Budget.

 

DISCUSSION:

 

For 24 years, the Department of Resource Management has been working with Yolo County on a project to rehabilitate the existing structurally deficient bridge on Stevenson Bridge Road at Putah Creek, located north of Dixon at the Yolo County line (Attachment B). This bridge, constructed in 1923, is the only remaining overhead tied-arch bridge in California. Due to its unique structure, Solano and Yolo Counties decided to move forward with rehabilitating the existing bridge.

 

Solano County has received construction authorization from Caltrans and is now requesting Board authority to execute a funding agreement with Yolo County for local match funding commitments. The Department of Resource Management has obtained all easements and real property to move forward with the Project along with all environmental approvals. The rehabilitation process will include a seismic retrofit, carbon fiber wrap, new foundations, new deck surfacing, and improvement of the existing sharp S-curve along the southern approach.

 

The local match requirement in the Funding Agreement will largely be covered from staff labor costs for engineering and inspection which are paid by the Road Fund. Some additional consultant contracts will likely be included in the local match costs for special inspection and structural engineering support. This request for approval of the funding agreement is scheduled concurrently with a request to bid the construction contract as part of a separate Board approval request (Item 25-806).

 

Yolo County staff have been involved in this long process to get the bridge to construction, including assistance in crafting the Funding Agreement. The Funding Agreement is also on the Yolo County Board of Supervisors agenda for October 7th, 2025 for authorization to execute.

 

ALTERNATIVES:

 

The Board may choose not to authorize the award or execution of this contract. This is not recommended as the Agreement is necessary to advance and complete the bridge work that is anticipated in the Capital Improvement Plan (CIP) and has federal funding timelines.

 

OTHER AGENCY INVOLVEMENT:

 

The Department of Resource Management has worked with Yolo County Public Works Department staff on the Funding Agreement language.
