DEPARTMENTAL RECOMMENDATION:
The Department of General Services recommends that the Board of Supervisors adopt and present a resolution and plaque of appreciation honoring Megan M. Greve, Director of General Service, upon her retirement from the Department of General Services with 19 years of dedicated public service, including seven years with Solano County.
SUMMARY/DISCUSSION:
Megan M. Greve began her distinguished public service career in 2006 as a Management Analyst-Project Manager with the City of Lathrop. In this role, she was responsible for overseeing budgets, personnel, contracts, and special projects for the Community Development Department.
In 2010, Megan joined the Sutter County Administrator’s Office as a Senior Analyst, where she played a critical role in budget development and fiscal oversight, while also serving as liaison between departments, the Board of Supervisors, and the County Administrator. Her strong leadership and strategic vision led to her appointment as Deputy County Administrator in 2012, followed by her promotion to General Services Director in 2013.
Prior to joining Solano County, Megan served as Director of Finance for the Women in Project Management Special Interest Group. She is recognized as a Fellow of the California State Association of Counties, a Mentor, and holds a Credentialed California County Senior Executive designation. Additionally, she serves as Treasurer on the Board of Directors for the California General Services Administration.
In 2018, Megan was appointed Director to the Department of General Services for Solano County. In her most recent year, she managed a $57.5 million budget and led a team of 112 allocated employees across six divisions: Administrative Services - Support Services, Capital Projects Management, Facilities Maintenance, Fleet Management, Nut Tree Airport, and Energy and Utilities. She fostered a department culture centered in customer service, collaboration, and continuous improvement.
Notable accomplishments during Megan’s tenure with the County include:
• Legislative Leadership: Supported passage of Assembly Bill 1957 (Wilson), expanding best-value contracting under Public Contract Code (PCC) §20155 to all California counties, improving contractor quality over traditional low-bid practices.
• Sustainability and Resilience: Advanced the $53 million Countywide Energy Conservation and Resilience Project, installing solar photovoltaic systems across multiple campuses to enhance energy resilience and ensure service continuity during Public Safety Power Shutoffs and other outages.
• Fleet Sustainability: Transitioned the diesel fleet to RD99 renewable diesel, significantly reducing carbon emissions and environmental impact.
• Infrastructure Development: Oversaw construction of the $14.5 million Solano Residential Mental Health Diversion and Adult Board and Care Facilities in Fairfield, creating new 32-bed licensed residential facilities.
• Disaster Recovery and Emergency Services: Led recovery efforts for the LNU Lightning Complex Fire, including emergency repairs and construction of new public safety communications infrastructure. Established a Local Assistance Center to support affected residents.
• Crisis Leadership During COVID-19: Maintained operational continuity during the pandemic by addressing supply chain disruptions, managing construction delays, and implementing safety protocols to support County staff.
• Grant Funding and Capital Projects: Secured $20 million in FEMA Hazard Mitigation Grant Program for the Justice Campus Asset Protection Project, including upgraded stormwater facilities, enhanced security, and improved pedestrian infrastructure.
• Procurement Excellence: Earned the prestigious Achievement of Excellence in Procurement award from the National Procurement Institute for outstanding innovation, e-procurement, and leadership in public purchasing.
Megan holds a Master of Business Administration from Northern Arizona University and is credentialed through its Project Management Institute’s program. She also earned a Bachelor of Science in Animal Science from the University of California, Davis.
FINANCIAL IMPACT:
The cost associated with preparing the agenda item is nominal and absorbed by the department’s FY2024/25 Working Budget. The costs associated with the preparation and purchase of the resolution materials and plaque are included in the Board’s FY2024/25 Working Budget.
ALTERNATIVES:
The Board could choose not to adopt and present the resolution and plaque of appreciation; however, this is not recommended because this is an opportunity to recognize Megan M. Greve for her exceptional service and outstanding contributions to the County.
OTHER AGENCY INVOLVEMENT:
The County Administrator’s Office has reviewed the item and concurs with the Department’s recommendation.
