DEPARTMENTAL RECOMMENDATION:

The Sheriff recommends that the Board of Supervisors adopt a resolution designating the County Administrator, Auditor-Controller, Sheriff, Undersheriff, Director of Administrative Services, or Emergency Services Manager as agents to execute any actions necessary to obtain State and Federal financial assistance due to disaster conditions.

SUMMARY/DISCUSSION:

Resolution Number 2022-28, previously adopted by the Board on February 8, 2022, designated the authorized agents capable of applying for federal financial assistance for disasters and grants under Public Law 93-288, as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or State financial assistance under the California Disaster Assistance Act. This resolution is valid until February 8, 2025.

A new resolution is needed to ensure continuous eligibility for financial assistance for certain grants including, but not limited to, Federally Declared Disasters (DR), Fire Mitigation Assistance Grants (FMAG), and California State Only Disasters (CDAA). The proposed resolution empowers the designated agents to provide assurances and agreements to the California Office of Emergency Services (Cal OES) on behalf of the County. The resolution will remain in effect for up to three (3) years following adoption for all open and future disasters and grants. Upon adoption, this resolution would supersede Resolution Number 2022-28.

The proposed resolution aligns with federal and state disaster management protocols, ensuring that Solano County is adequately prepared to access necessary financial resources in the event of a disaster. By identifying specific agents, the County enhances its ability to coordinate with state and federal agencies, streamline application processes, and respond quickly to emerging needs. In recent years, the frequency and severity of disasters have underscored the importance of having a proactive and structured approach to disaster financial management. This resolution not only facilitates immediate access to financial assistance but also supports long-term planning and mitigation efforts, thereby fostering resilience within the community. It is crucial that the County maintains uninterrupted access to these funds to ensure ongoing preparedness and recovery capabilities.

FINANCIAL IMPACT:

Board action will not impact the County general Fund as the resolution is merely designating Solano County’s authorized agents for State and Federal assistance due to disaster conditions.

The costs associated with preparing this agenda item are nominal and will be absorbed by the department’s FY2024/25 Working Budget.

ALTERNATIVES:

The Board of Supervisors could choose not to adopt the resolution; however, this alternative is not recommended as non-adoption may lead to a gap in the County's eligibility to apply for and receive disaster grant assistance jeopardizing critical funding and support necessary for effective disaster management and recovery initiatives.

OTHER AGENCY INVOLVEMENT:

The County Administrator’s Office was consulted in the designation of authorized agents.
