DEPARTMENTAL RECOMMENDATION:

 

First 5 Solano recommends the Board of Supervisors the appointment of new member Carla Hurtado to the Solano County Child Care Planning Council for the term January 7, 2025, through January 6, 2027.

 

SUMMARY/DISCUSSION:

 

Welfare and Institution Code §10485 requires the Board of Supervisors and the County Superintendent of Schools appoint the Child Care Planning Council membership. One half of the members are appointed by the Superintendent of Schools and the other half are appointed by the Board of Supervisors. State law also requires that membership be distributed as follows: 20% consumers of childcare services, 20% childcare providers, 20% community representatives, 20% public agency representatives, and the remaining 20% from any of the above categories at the discretion of the Board and Superintendent of Schools.

 

Ms. Carla Hurtado submitted an application to serve on the Council in the category of (Discretionary) Community Representative. Ms. Hurtado brings knowledge of the California Alternative Payment Program and serves as a Resource and Referral Program Supervisor, for Solano Family and Children’s Services, bringing with her a wealth of knowledge and understanding to the Council. Ms. Hurtado has over 4 years of experience in social services and is committed to ensuring that child care services are inclusive and culturally responsive. Her work with diverse populations has given her the tools to ensure that child care providers, policies, and programs meet the varied needs of all families, particularly those from underrepresented communities. Ms. Hurtado’s experience and expertise make her especially qualified to serve on the Council.

 

FINANCIAL IMPACT:

 

There is no financial impact associated with the appointment.

 

ALTERNATIVES:

 

The Board may choose not to appoint the applicant mentioned above. This is not recommended as the applicant has demonstrated an interest in providing their experience and expertise to ensure that quality childcare is available throughout Solano County.

 

OTHER AGENCY INVOLVEMENT:

 

The Solano County Superintendent of Schools has reviewed the application and recommends the appointment of a new member, Carla Hurtado, to the Solano County Child Care Planning Council.
