DEPARTMENTAL RECOMMENDATION:

 

The Department of General Services recommends that the Board of Supervisors:

 

1.                     Approve a Notice of Completion for Phase 2 of the Post Office Building Improvements Project located at 600 Kentucky Street in Fairfield by Pro-Ex Construction, Inc. of Rancho Cordova; and

 

2.                     Authorize the Clerk of the Board to record the executed Notice of Completion.

 

SUMMARY:

 

On April 9, 2019, the Board awarded a construction contract to Pro-Ex Construction, Inc. to provide interior and exterior repairs at the Fairfield Post Office located at 600 Kentucky Street in (Project). During the course of construction, the quality of work satisfied the requirements of the construction documents prepared by Brick Architects of Emeryville.  The Department of General Services is requesting that the Board approve the Notice of Completion for the Project and authorize the Clerk of the Board to record the document in order to release retention funds held by the County.

 

FINANCIAL IMPACT:

 

The Board approved a project in FY2018/19 to provide improvements to the Post Office Building at 600 Kentucky Street in Fairfield for $567,428.  The project (Budget Unit 1786) was funded with the balance of Phase 1, in the amount of $32,428 from Accumulated Capital Outlay, $460,000 from General Fund Capital Renewal Reserve Fund and $75,000 from General Expenditures Fund.  The construction contract with Pro-Ex Construction, Inc. was $158,500 and one contract change order was issued in the amount of $48,151, resulting in a final construction contract expense of $206,651. The total project costs including design fees, permits, project management, and other miscellaneous costs were $424,322. Remaining project funds of $143,106 will be returned to Accumulated Capital Projects Fund Balance. The Project budget and expenses are summarized in Attachment B. The costs associated with preparing this agenda item are nominal and absorbed by the department’s FY2019/20 Adopted Budget.

 

DISCUSSION:

 

The Project consists of improvements in the employee restrooms with anticipated useful life of thirty to forty years, as well as stucco repair, wood trim removal, and painting with an anticipated useful life of ten to fifteen years.  In the course of construction, one change order totaling $48,151 was approved for unforeseen conditions and removal of an unused shed and awning.

 

ALTERNATIVES:

 

The Board could choose not to execute and record the Notice of Completion.  This action is not recommended since Pro-Ex Construction, Inc. has successfully fulfilled the terms of the contract.  Failure to adopt the Notice of Completion will prevent release of retention, which could result in adverse claims.

 

OTHER AGENCY INVOLVEMENT:

 

The Department of General Services, Facilities Operations Division was consulted during preparation of the plans and technical specifications for the project and the project schedule was coordinated with US Post Office representatives. The Department of Resource Management, Building and Safety Division, provided building inspection and code compliance services for the Project. County Counsel provided legal guidance during the course of the Project.
