DEPARTMENTAL RECOMMENDATION:
The Assessor/Recorder’s Office recommends that the Board of Supervisors adopt a resolution and approve a plaque of appreciation for Diane Navarrete, Appraiser, upon her retirement from the Assessor/Recorder’s Office with over 21 years of dedicated service to Solano County.
SUMMARY/DISCUSSION:
Diane Navarrete began her career with Solano County on April 29, 2002 as a Limited-Term Office Assistant II, and soon became a vital part of the Recorder Team. Diane Navarrete was quickly promoted to a Limited-Term Office Assistant III and became a full-time Office Assistant III on August 4, 2002.
As an Office Assistant III, she was assigned the role of Examiner, whose job was to examine and record documents, such as Grant Deeds, into the Official Record. Over time, Diane Navarrete used her knowledge and expertise to administer the complex Documentary Transfer Tax program and apply statutes, rules, regulations and ordinances established by federal, state, county, and city governing bodies to official recorded documents.
On January 27, 2008, to help address the increase in workload from the 2008 real estate market crash, Diane Navarrete began working as an Appraiser Technician for the Assessor’s Department. As an Appraiser Technician, she provided support to the Appraisal team as thousands of homes were temporarily reassessed under Proposition 8. She also aided the mobile home and boat valuation teams. On November 16, 2008 Diane Navarrete was officially promoted to the Appraiser Technician position.
On May 15, 2011, Diane Navarrete became an Appraiser (Entry), taking on additional duties under the Appraiser Class. She assumed the responsibility of assessing real property resulting from changes in ownership or improvements to property. With her vast experience, Diane Navarrete was promoted as an Appraiser (Journey) on September 15, 2013. She has navigated a number of changes to property tax laws, as with Prop 19 which set new qualifications to property assessment exclusions.
In her time with the Assessor/Recorder’s office, Diane Navarrete has adapted to new duties and challenges with poise and determination, providing a calm and measured presence in the department. During her tenure with the Solano County Assessor/Recorder’s Office, Ms. Navarrete consistently demonstrated a high level of technical proficiency and skillfully completed countless complex processes.
Diane Navarrete retired on December 27, 2023 after more than 21 years with the Assessor/Recorder’s Office; she will be greatly missed. We wish her a happy, healthy, and well-deserved retirement.
