DEPARTMENTAL RECOMMENDATION:

 

The District recommends the Board of Directors:

 

1)                     Approve an Appropriation Transfer Request totaling $337,115 to increase appropriations and recognize revenues for the purchase of self-contained breathing apparatus; and

 

2)                     Delegate authority to the Interim Fire Chief to sign all related grant agreement documents and amendments that remain within budgeted appropriations (FEMA) (4/5 vote required).

 

SUMMARY/DISCUSSION:

 

On October 28, 2025, the Board of Directors of the Suisun Fire Protection District accepted a grant award from FEMA’s Assistance to Firefighters Grant (AFG) program totaling $321,061. The grant will support critical fire protection and life safety needs for the District, enhancing operational readiness, firefighter safety, and service delivery to the community. There is a 5% match requirement of $16,054, which will come from District contingencies.

 

The grant funds will be used in accordance with FEMA AFG program requirements and the approved scope of work. The funding will directly benefit District personnel and the residents served by improving emergency response effectiveness and compliance with applicable standards. Acceptance of the grant supports existing service levels and supports the District’s long-term strategic and operational goals. The Interim Fire Chief will oversee grant administration, compliance, reporting and procurement requirements as mandated by FEMA. 

 

FINANCIAL IMPACT:

 

The District will receive $321,061 from the FEMA Assistance to Firefighters Grant Program and requires a 5% match from the District, which will be appropriated from Suisun Fire District contingencies, totaling $16,054.

 

ALTERNATIVES:

 

The Board may choose not to approve this Appropriation Transfer Request. This is not recommended as the self-contained breathing apparatuses will be 95% reimbursed by Grant revenue and is essential equipment that would otherwise require purchase from District funds.
