DEPARTMENTAL RECOMMENDATION:
The Workforce Development Board of Solano County recommends that the Board of Supervisors:
1. Approve a contract with the Student Conservation Association, Inc. for Community Investment Achievers Youth Work Experience program for contract terms beginning April 1, 2025 through June 30, 2025, totaling $159,998;
2. Delegate authority to the County Administrator to execute the contract; and
3. Delegate authority to the President/Executive Director of Workforce Development Board of Solano with concurrence of County Counsel to execute any subsequent amendments which are technical or administrative in nature and have no fiscal impact.
SUMMARY/DISCUSSION:
The Workforce Development Board of Solano County (WDB) develops and administers several contracts each fiscal year based on federal, state and local funding for regional and local program services.
In February 2025, the WDB published and distributed the Community Investment Achievers Youth Work Experience Program Request for Quotes (RFQ) to local and regional organizations that provide work experience programs and posted it on their website. Staff received two proposals, from the Student Conservation Association and Urban Strategies Council, and determined both proposals met the minimum qualifications for contract consideration. A review panel was convened to evaluate the proposals. Student Conservation Association was deemed as the selected vendor based on recommendations of the panelists.
The Community Investment Achievers youth program will provide an eight-week work experience for up to twelve youth ages 18-24. Four days of the program will be working in the field performing duties related to community improvement projects and the fifth day will be hosted by the WDB focused on worksite wrap-ups, vocational exploration, and connection to community to build experience and connection to community for Solano’s young adults.
FINANCIAL IMPACT:
The WDB’s FY2024/25 Working Budget includes the necessary funding to cover the cost of this contract under the Workforce Innovation and Opportunity Act (WIOA) Youth funding.
ALTERNATIVES:
The Board could direct staff to re-issue a new Request for Quote for a community investment achievers youth work experience program, however, the services provided by the selected vendor met staff’s expectations and further, funding must be spent by June 30, 2025. Issuing a new RFQ will delay finding another provider which would jeopardize the ability to spend available WIOA youth funds by the June deadline.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved the contract for legal sufficiency.
