DEPARTMENTAL RECOMMENDATION:
The Sheriff recommends that the Board of Supervisors:
1. Approve a Grant Property Transfer Agreement with the City and County of San Francisco’s Department of Emergency Management to accept the transfer of vehicle barrier equipment purchased with Department of Homeland Security Urban Areas Security Initiative funds by the Bay Area Urban Areas Security Initiative Group;
2. Authorize Solano County’s Emergency Services Manager to execute the Agreement; and
3. Approve an Appropriation Transfer Request of $113,671 to increase appropriations to record the donated equipment at its purchase price and recognize unanticipated donated revenue (4/5 vote required).
SUMMARY/DISCUSSION:
The City and County of San Francisco (San Francisco), acting as the fiscal agent for the Bay Area Urban Area Security Initiative (UASI), has offered Solano County vehicle barrier equipment purchased with FY2023 UASI grant funds. The Grant Property Transfer Agreement transfers ownership of two new barrier trailers and 16 vehicle barriers designed to prevent unauthorized vehicle access for use within the Solano County Operational Area.
The Solano County Operational Area is an active partner in the Bay Area UASI Northbay Hub. Once the equipment is received, the Solano County Office of Emergency Services (OES) staff and volunteers shall store, maintain, and deploy the barriers to selected election sites. In addition to election security, the barriers may be deployed to enhance security at public events and to protect critical facilities and equipment as operational needs arise.
FINANCIAL IMPACT:
The transferred equipment will be recorded as donated capital assets in accordance with generally accepted accounting principles using the purchase price, or fair market value if applicable, at the time of transfer. The Sheriff’s FY2026/27 Working Budget does not include sufficient appropriation; therefore, an Appropriation Transfer Request is necessary to record the donated equipment. This item will not impact the County General Fund.
Under the Agreement, OES is responsible for the maintenance and repair of the grant equipment and damages to the equipment that occurs while it is in Solano County’s possession. The maintenance costs will be absorbed within the Sheriff’s Operating Budget. The Sheriff’s Office will perform physical inventories of grant equipment concurrently with the County’s annual equipment inventory.
The costs associated with preparing this agenda item are nominal and absorbed by the department’s FY2026/27 Working Budget.
ALTERNATIVES:
The Board can choose not to accept the equipment; however, this alternative is not recommended as non-acceptance would reduce the County’s ability to enhance security at selected election sites and other events requiring vehicle access control.
OTHER AGENCY INVOLVEMENT:
The City and County of San Francisco prepared the Grant Property Transfer Agreement. The Agreement has been reviewed by County Counsel.
