DEPARTMENTAL RECOMMENDATION:
It is recommended that the Board of Supervisors appoint Mary Dugbartey and Justin Real as Business Representatives on the Workforce Development Board (WDB) of Solano County, for a four year term, commencing on October 25, 2016 and terminating on June 30, 2020.
SUMMARY:
The Board of Supervisors, as the local elected official authorized under §107(b)(1) of the 2014 Workforce Innovation and Opportunity Act (WIOA) and as described on page 2 of the proposed Bylaws of the WDB of Solano County, Article VI-Section C. Selection of Directors (Attachment A) appoint representatives to the Board of Directors of the WDB. The WDB Board of Directors approved the above named nominees at their September 16, 2016 Board meeting.
Based on the technical certification, membership nomination, application and supplemental application (Attachment B and C), as well as WDB Board action, Ms. Dugbartey and Mr. Real can now be considered for formal ratification by the Board of Supervisors as the newest representatives on the Board of Directors of the WDB.
FINANCIAL IMPACT:
This action has no financial impact. The WDB is fully grant funded and receives no County General Funds.
DISCUSSION:
Ms. Dugbartey will be filling the recently vacated seat of Mr. Brett Johnson. Ms. Dugbartey has recently joined NorthBay Healthcare and brings a wealth of Human Resource experience with her. Prior to her joining North Bay Healthcare she was most recently with UCSF Benioff Children’s Hospital in Oakland for four (4) years and prior to that she spent three (3) years as the director of Workforce Planning and Development with Alameda County Medical Center in Oakland. Ms. Dugbartey earned a bachelor’s in psychology and sociology from the University of Ghana, Legon. She went on to earn a master in public administration from California State University, Hayward and a master’s degree in human and organization development from Fielding Graduate University where she is currently a PhD candidate in organization development.
Mr. Real will be filling the recently vacated seat of Mr. Kent Lamb. Mr. Real is the current Senior Program Manager for PG&E’s PowerPathway program for the Bay area. Mr. Real first started working for PG&E in 2010 and worked with the Corporate Affairs Department, consulting with local cities in the field of workforce development. In 2009 Mr. Real led the East Bay Green Jobs Corp and Youth Works programs for Berkeley CA. Mr. Real has served as a member of the Marin WIB and the Napa/Lake WIB as well as a local East Bay nonprofit called Youth Spirt Artworks. Mr. Real also earned a Public Policy degree from the University of Oregon.
After a technical review of Ms. Dugbartey’s and Mr. Real’s application documents they have been found to be incompliance with the regulatory requirements governing the Business Representative category for the Workforce Development Board membership Appointment.
With these two Business Representative appointments, as recommended in this report, the WDB will have 24 of its 25 membership seats filled. The remaining vacant seat is due to the recent reassignment of Ms. Stephanie Wong who served as the Vocational Rehabilitation representative on the WDB. Staff is working with the State Vocational Rehabilitation Department to backfill behind Ms. Wong’s departure.
ALTERNATIVES:
At this time Ms. Dugbartey and Mr. Real are the only two qualified applicants that the WDB has received to fill the two vacant Business Representative seats on the Board. The Board of Supervisors could request that the WDB conduct further outreach and seek additional applicants; however, this is not recommended as the WDB considers Ms. Dugbartey and Mr. Real excellent candidates to serve as members of the Board of Directors.
OTHER AGENCY INVOLVEMENT:
Staff worked with Ms. Sandy Person, President of Solano Economic Development Corporation for the nomination letter for Mr. Real and with Ms. Debi Tavey, President of the Fairfield-Suisun Chamber of Commerce for Ms. Dugbartey’ s nomination letter.
