DEPARTMENTAL RECOMMENDATION:

 

The County Administrator recommends the Board of Supervisors receive an update on the Board Priority Setting and the next steps in implementing related department work plans.

 

SUMMARY/DISCUSSION:

 

On August 22, 2022 the Board of Supervisors received an update on Board Priorities developed on April 18, 2023 during a Board Priority Setting Session facilitated by Daniel Iacofano, President of MIG. The public session was held in the County Events Center and provided an opportunity for Board members to share and discuss their top priorities for the County. Board members identified several topics which were grouped through facilitation into five major categories, including:

 

                     Economic Development

                     Agriculture Preservation and Development

                     Housing

                     County Workforce Development

                     County Services - Regulations and Policies

 

Additionally, Board members agreed that accountability and equity considerations should be infused in all actions undertaken by the County. A copy of the Priority Setting Session notes is included as Attachment A. A summary of the session and the priorities and discussion points as outlined in the approved Board minutes from April 18, 2023 is included as Attachment B.

 

During the session Board members outlined specific priorities and key action items in each of the five major categories. Following the conclusion of the session the County Administrator, Facilitator and Department Heads worked to summarize the Board priorities in order to begin addressing specific action items and to ensure department work plans are updated to reflect the priorities identified by the Board.

 

The listing of Board Priorities confirmed by the Board on August 22, 2023 is included as Attachment C along with additional details on the related department workplans and a status update related to each priority.

 

FINANCIAL IMPACT:

 

The Cost associated with conducting the Priority Setting Session held on April 18, 2023 were fully funded and were included in the FY2022/23 Working Budget. This cost included facilitation, and other administrative costs related to hosting the session.

 

Funding for implementation of specific action items identified throughout the session remain in process. The session was held after County Departments had completed their FY2023/24 Requested Budget submissions as part of the County’s annual budget process. Given the limited time to make budget modification prior to the Budget Hearing, departments worked to address necessary actions wherever possible. Funding for some of the key action items were addressed in the FY2023/24 Recommended Budget approved by the Board on June 22, 2023. However, additional funding to address identified Board Priorities may be necessary and will be presented to the Board for approval during FY2023/24.

 

The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2023/24 Working Budget.

 

ALTERNATIVES:

 

The Board may choose not to receive an update on the Board Priority Setting; however this is not recommended as this provides an opportunity for the Board members to receive an update on status and ensure implemented action is in-line with Board direction.

 

OTHER AGENCY INVOLVEMENT:

 

The County Administrator in coordination with County Departments prepared the update.
