DEPARTMENTAL RECOMMENDATION:

The County Administrator recommends the Board of Supervisors:

1.                     Conduct a facilitated Board Priority Workshop;

2.                     Receive an update on department workplans and continuing efforts related to Board priorities with a focus on economic development and agriculture preservation and development; and

3.                     Consider providing further direction on the next steps in implementing Board priorities.

SUMMARY/DISCUSSION:

On April 18, 2023 the Board of Supervisors held a Priority Setting Workshop facilitated by Daniel Iacofano, President of MIG. The public session was held in the County Events Center and provided an opportunity for Board members to share and discuss their top priorities for the County. Board members identified several topics which were grouped through facilitation into five major categories, including:

•                     Economic Development

•                     Agriculture Preservation and Development

•                     Housing

•                     County Workforce Development

•                     County Services - Regulations and Policies

During the session Board members outlined specific priorities and key action items in each of the five major categories. Following the conclusion of the session the County Administrator, Facilitator and Department Heads worked to summarize the Board priorities in order to begin addressing specific action items and to ensure department work plans are updated to reflect the priorities identified by the Board.

County departments who act as lead or are involved with one or more priority have been tasked with maintaining updated work plans to reflect these priorities. Since the April 2023 Priority Setting Workshop the Board has received several updates on the progress made in addressing each priority. A detailed Board Priority Status Update Report was created to track and report on department efforts in addressing each priority. An updated Board Priority Status Update Report is included as Attachment A.

It is recommended that the Board conduct a facilitated Board Priority Workshop to discuss continuing efforts in implementing department work plans and to consider providing further direction on next steps. The workshop will be facilitated by Daniel Iacofano, President of MIG, and provide an opportunity for the Board to engage with department staff and the public on priority areas. The focus will be on the Economic Development and Agriculture Preservation and Development categories, although other priority areas may be discussed during the course of the workshop.

FINANCIAL IMPACT:

The Cost associated with conducting this Priority Setting Session Update are fully funded and are included in the FY2024/25 Working Budget. This cost includes facilitation, and other administrative costs related to hosting the session.

Funding for implementation of specific action items identified throughout the session remain in process. Funding for key action items was addressed in the FY2024/25 Adopted Budget. However, additional funding and resources to address identified Board Priorities may be necessary and will be presented to the Board for approval during FY2024/25 as needed.

The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2024/25 Working Budget.

ALTERNATIVES:

The Board may choose not to conduct a facilitated Board Priority Workshop or receive an update on the Board Priorities; however this is not recommended as this provides an opportunity for the Board members to receive a status update and ensure implemented action is in-line with Board direction.

OTHER AGENCY INVOLVEMENT:

The County Administrator in coordination with County Departments prepared the update.
