DEPARTMENTAL RECOMMENDATION:

 

The Sheriff recommends that the Board of Supervisors adopt a resolution designating the County Administrator, Auditor-Controller, Sheriff, Undersheriff, Director of Administrative Services, or Emergency Services Manager as agents to execute all actions necessary to obtain State and Federal financial assistance due to disaster conditions

 

SUMMARY/DISCUSSION:

 

Resolution Number 2019-180, approved by the Board of Supervisors on September 10, 2019 designated the Sheriff, Undersheriff, Director of Administrative Services, or Emergency Services Manager as agents authorized to execute any actions necessary to obtain State and Federal financial assistance due to disaster conditions.  The resolution was approved as part of Solano County’s Hazard Mitigation Program.  However, the County Administrator and Auditor-Controller were not listed on the resolution as authorized agents.  An updated resolution is being requested to expand the authorized agent list to include the County Administrator and Auditor-Controller.

 

The requested resolution would be filed with the California Governor’s Office of Emergency Services for the purpose of obtaining certain Federal financial assistance under Public Law 93-288 as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or State financial assistance under the California Disaster Assistance Act.  A resolution is required to be eligible to apply for State and Federal public assistance, hazard mitigation grants, and pre-disaster mitigation grants.  This resolution is universal for all open and future disasters for up to three (3) years following the date of approval by the Board of Supervisors.  This resolution would supersede Resolution Number 2019-180.

 

 

 

FINANCIAL IMPACT:

 

Board action will not impact the County General Fund as the resolution is merely designating Solano County’s authorized agents for State and Federal financial assistance due to disaster conditions.  The cost associated with preparing the agenda item is nominal and absorbed by the department’s FY21/22 Adopted Budget. 

 

ALTERNATIVES:

 

The Board of Supervisors could choose not to adopt the resolution; however, this alternative is not recommended as Resolution Number 2019-180 would then remain in effect until September 10, 2022, without the County Administrator and Auditor-Controller as authorized agents.

 

OTHER AGENCY INVOLVEMENT:

 

The County Administrator’s Office and the Auditor-Controller’s Office were consulted in the designation of authorized agents.
