DEPARTMENTAL RECOMMENDATION:

 

The Health and Social Services Department (H&SS) and Sheriff’s Office recommend that the Board of Supervisors approve a contract with AgreeYa Solutions Inc. for $748,800 to lead the design and implementation of technical solutions necessary to comply with pre-release Medi-Cal enrollment and suspension mandates for the period December 6, 2023 to December 5, 2024; and delegate authority to the County Administrator to execute the contract and any subsequent amendments, with County Counsel concurrence, up to an aggregate of $74,999.

 

SUMMARY/DISCUSSION:

 

California statute (AB 133, Chapter 143, Statutes of 2021) mandates all counties implement processes and protocols for pre-release Medi-Cal enrollment and suspension for incarcerated individuals. The California Department of Health Care Services approved Solano County’s application for grant funding through Round 2 of the Providing Access and Transforming Health (PATH) Justice-Involved (JI) Capacity Building program to support migration from a manual screening, enrollment, and application process to one that is more technology driven and efficient. Utilizing this funding, the Health and Social Services Department and Sheriff’s Office, in coordination with the Department of Information Technology (DoIT), released a Request for Qualifications (RFQ) seeking technical assistance to develop and implement an IT solution that will allow secured data exchange between ATIMS (justice system of record) and CalSAWS (statewide case management system for eligibility and benefits determination).

 

AgreeYa Solutions Inc. (AgreeYa) was one of three agencies selected by DoIT through the RFQ process conducted in October 2021 for technical support and project related services. Contracted services include business systems analysis, solution design, facilitation of automated reporting of information between the two departments, and project management.

 

FINANCIAL IMPACT:

 

On May 25, 2023, the California Department of Health Care Services (DHCS) approved Solano County’s application for $1,623,083 for the PATH JI - Round 2, implementation phase.  On June 27, 2023, the Board affirmed submission of the joint grant application and accepted the DHCS PATH JI - Round 2 for $1,623,083 and approved an Appropriation Transfer Request to recognize unanticipated grant revenue of $449,908 in H&SS and $1,173,175 in the Sheriff’s Office for FY2023/24.

 

Funding for this contract will be provided by the DHCS through the PATH JI - Round 2 grant award.  The contract amount of $748,800 will be paid 60% ($449,280) by the Sheriff’s Office and 40% ($299,520) by the Health and Social Services Department.  Budget appropriations to fund the contract are currently budgeted in the H&SS Employment and Eligibility Division and in the Sheriff’s Office.

 

The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2023/24 Working Budget.  There is no impact to the County General Fund.

 

ALTERNATIVES:

 

The Board could choose not to approve this contract; however, this is not recommended because H&SS and the Sheriff’s Office would be unable to comply with the CalAIM Justice Initiative mandate and funding is provided through a joint grant received through DHCS PATH JI - Round 2.

 

OTHER AGENCY INVOLVEMENT:

 

The Health and Social Services Department and Sheriff’s Office will work in coordination with the Department of Information Technology to ensure objectives of the contract are met.
