DEPARTMENTAL RECOMMENDATION:
First 5 Solano recommends the Board of Supervisors to consider the appointment of new members Ebony Brown and Corinna Calica, to the Solano County Child Care Planning Council (SCCPC).
SUMMARY/DISCUSSION:
Welfare and Institution code §10485 requires the concurrence of the Board of Supervisors and the County Superintendent of Schools in appointing the SCCPC’s membership. One-half of the members are appointed by the Superintendent of Schools and the other half are appointed by the Board of Supervisors; the one additional member is appointed by concurrence. State law also requires that SCCPC membership be distributed as follows: 20% consumers of childcare services, 20% childcare providers, 20% community representatives, 20% public agency representatives, and the remaining 20% from any of the above categories at the discretion of the Board and Superintendent of Schools.
Ms. Ebony Brown will serve on the Council as a Community Representative, bringing her valuable expertise as a Family Child Care Educator and Public Policy Leader for the Solano County Family Child Care Association. With over 15 years of experience in Early Childhood Education, Ms. Brown has effectively taken on numerous leadership roles, demonstrating her ability to collaborate with diverse groups. Her strong leadership skills, clear vision for initiatives, and unwavering commitment to advocating for policies that enhance diversity and inclusion make her a vital asset to the Council.
Ms. Corinna Calica will serve on the Council as a Public Agency representative. She brings valuable experience as a Program Director and Administrator/Dean of state-subsidized child development programs for the Vallejo City Unified School District (VCUSD). Additionally, Ms. Calica has taught early childhood education (ECE) courses for four years as an adjunct faculty member at Solano Community College. She is a strong advocate in the community, working towards positive outcomes for all children and families. Her commitment to promoting high-quality care and advancing early education research makes her uniquely qualified to serve on the Council.
FINANCIAL IMPACT:
There is no financial impact associated with the appointment of SCCPC members.
ALTERNATIVES:
The Board may choose not to appoint the applicants mentioned above. This is not recommended as the applicants have demonstrated an interest in providing their experience and expertise with the SCCPC to ensure that quality childcare is available throughout Solano County.
OTHER AGENCY INVOLVEMENT:
The Solano County Superintendent of Schools has reviewed the application and recommends the appointment of new members Ebony Brown and Corinna Calica, to the SCCPC.
