DEPARTMENTAL RECOMMENDATION:

 

First 5 Solano recommends that the Board approve the annual Membership Certification Statement Regarding the Composition of the Solano County Child Care Planning Council SCCPC).

 

SUMMARY/DISCUSSION:

 

The SCCPC strives to ensure that all families and children in Solano County have access to quality, affordable child care, to ensure adequate funding for all forms of child care services, and to increase the quality of available care. The SCCPC works to enhance and strengthen the collaboration among children's services agencies.

 

Welfare and Institution Code §10485 requires the Board of Supervisors and the County Superintendent of Schools appoint the SCCPC membership. One half of the members are appointed by the Superintendent of Schools and the other half are appointed by the Board of Supervisors; the one additional member is appointed by concurrence. State law also requires that CCPC membership be distributed as follows: 20% consumers of childcare services, 20% childcare providers, 20% community representatives, 20% public agency representatives, and the remaining 20% from any of the above categories at the discretion of the Board and Superintendent of Schools.

 

Each year, the California Department of Social Services requires the submittal of the Certification Statement Regarding Composition of SCCPC Membership (Attachment A). 

 

FINANCIAL IMPACT:

 

There is no financial impact to approving the Membership Certification Statement.

 

ALTERNATIVES:

 

The Board could choose not to approve the current Membership Certification Statement; however, this is not recommended as it is a requirement by the Department of Social Services.

 

OTHER AGENCY INVOLVEMENT:

 

The Membership Certification Statement was reviewed and approved by the SCCPC Chair. In addition, the County Superintendent of Schools reviewed and approved the statement.

 

CAO RECOMMENDATION:

 

APPROVE DEPARTMENTAL RECOMMENDATION
