DEPARTMENTAL RECOMMENDATION:
The District Board of Directors is recommended to:
1) Adopt a resolution amending the Alphabetical Listing of Classes and Salaries in the Suisun Fire Protection District to modify the monthly salary range for the Interim Fire Chief to $9,999.60 - $10,403.47; and
2) Adopt a resolution amending the Alphabetical Listing of Classes and Salaries in the Montezuma Fire Protection District to modify the monthly salary range for the Interim Deputy Chief to $9,145.07 - $9,522.93; and
3) Adopt a resolution approving a 3% cost-of-living adjustment for all personnel in the Montezuma Fire Protection District and amending the Alphabetical Listing of Classes and Salaries;
4) Adopt a resolution approving a 3% cost-of-living adjustment for all personnel in the Suisun Fire Protection District and amending the Alphabetical Listing of Classes and Salaries; and
5) Adopt a resolution approving a 3% cost-of-living adjustment for all personnel in the Vacaville Fire Protection District and amending the Alphabetical Listing of Classes and Salaries.
SUMMARY/ DISCUSSION:
The Montezuma, Suisun and Vacaville Fire Protection continue to pursue reorganization through the Solano Local Agency Formation Commission (LAFCO). While that process is underway, the districts are working to align administrative and operational practices, including employee compensation, to promote consistency and organizational efficiency.
The first recommended action addresses compensation for the Interim Fire Chief and Interim Deputy Chief, who currently provide shared leadership and oversight of all three districts. These positions have assumed additional management, administrative, and operational responsibilities associated with overseeing three independent fire protection districts, resulting in an expanded scope of duties and level of responsibility. The proposed salary adjustments are intended to provide compensation commensurate with these additional responsibilities while advancing compensation parity among the districts. The proposed adjustments utilize the highest currently published salary rates for comparable classifications among the three districts as the basis for establishing consistent compensation.
The remaining recommended actions would approve a 3% cost-of-living adjustment (COLA) for all personnel of the Montezuma, Suisun and Vacaville Fire Protection Districts. A separate resolution for each district would implement the COLA by increasing the salary rates in its Alphabetical Listing of Classes and Salaries by 3%.
Together, the proposed adjustments recognize expanded leadership responsibilities, address existing compensation differences, and support continued administrative alignment as the districts pursue reorganization.
FINANCIAL IMPACT:
The costs associated with preparing this agenda item are nominal and have been absorbed within the Districts' FY2026/27 Working Budgets. The proposed 3% cost-of-living adjustments are included in the respective Districts' FY2026/27 Working Budgets. The additional costs associated with the proposed Interim Fire Chief and Interim Deputy Chief salary adjustments will be absorbed within the existing budgets. No additional appropriations are requested.
ALTERNATIVES:
The Boards could choose not to approve the proposed salary adjustments at this time. This is not recommended, as doing so would defer the proposed cost-of-living adjustments for district personnel and would not recognize the additional responsibilities assumed by the Interim Fire Chief and Interim Deputy Chief in overseeing three independent fire protection districts.
OTHER AGENCY INVOLVEMENT:
None.
