The Department of General Services recommends that the Board of Supervisors:
1. Adopt two resolutions authorizing submission of grant applications, acceptance of the allocation of funds, and execution and administration of grants and agreements with the Federal Aviation Administration (FAA) and the California Department of Transportation (Caltrans) totaling up to 95% of the $3,448,550 project cost for the Nut Tree Airport Northeast Hangar Taxilane Reconstruction and Drainage Improvements Phase 2B Project;
2. Delegate signing authority to the County Administrator, or designee, to apply for, accept, execute, and deliver all documents required for grant administration, with County Counsel concurrence; and
3. Approve an Appropriation Transfer Request to recognize additional funding from the FAA and Caltrans grants. (4/5 vote required)
SUMMARY/DISCUSSION:
The Department of General Services recommends that the Board adopt two resolutions authorizing all actions necessary to apply and administer federal and state grant funding for the Nut Tree Airport Northeast Taxilane Reconstruction Phase 2B Project. The first resolution authorizes a combined total of up to $3,276,122 in the FAA grants, including $2,652,977 from the Airport Improvement Program (AIP) and $623,145 from the Airport Infrastructure Grant (AIG) (Attachment A). The second resolution authorizes up to $132,649 in State matching funds from Caltrans for the FAA AIP grant amount (Attachment B).
The Northeast Hangar Taxilane Reconstruction and Drainage Improvements Project is a multi-year capital improvement effort to rehabilitate deteriorated pavement and address drainage issues in the northeast hangar area. The project area was identified in the 2016 Airport Pavement Management Plan as having high-severity cracking, pavement failure, and surface ponding. The project is included in the Nut Tree Airport Capital Improvement Plan (ACIP), which has been approved by the Board of Supervisors.
To date, two of the three phases of construction have been completed. Phase 1 (Attachment C) reconstructed the main passageway leading to the hangars and was completed in 2022. Phase 2 (Attachment D) was split into two sub-phases (2A and 2B) due to the overall cost of reconstruction. In 2023, the Board approved a $302,844 FAA grant and $15,142 Caltrans match to fund the design of Phases 2A and 2B. Construction of Phase 2A (southern taxilanes) began in May 2025 following the award of $2.7 million in FAA and Caltrans grants and reached substantial completion in August 2025.
Phase 2B represents the final portion of the project and includes reconstruction of the northern half of the taxilanes off the main passageway. The FAA has programmed construction funding in Fall 2026. When complete, Phase 2B will extend the pavement’s useful life by an estimated 20 years and bring the area into compliance with FAA safety standards. Total estimated project cost is $3,448,550, with local match of $39,779 to be funded by the Airport.
Staff also recommends that the Board delegate signing authority to the County Administrator or designee, to accept, execute, and deliver all necessary documents for the administration of the grants to ensure the grant agreement can be executed within the short 10-day turnaround time required by the FAA.
FINANCIAL IMPACT:
The total estimate project cost for the Nut Tree Airport Northeast Hangar Taxilane Reconstruction and Drainage Improvements Phase 2B Project is $3,448,550.
The County is seeking a combined total of up to $3,276,122 in FAA grants, consisting of $2,652,977 from the Airport Improvement Program (AIP) and $623,145 from the Airport Infrastructure Grant (AIG). In addition, the project is eligible for up to $132,649 in State matching funds through Caltrans for the AIP portion. The remaining $39,779 will be funded by the Airport. There is no impact to the General Fund.
The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2025/26 Working Budget.
ALTERNATIVES:
1. The Board could choose not to adopt the resolution authorizing application for and acceptance of the FAA grant. This action is not recommended as the grant will fund up to 95% of the Project.
2. The Board could choose not to adopt the resolution authorizing application for and acceptance of a matching grant from Caltrans. This action is not recommended as the matching grant will fund an additional 5% of the of the FAA grant amount for Project funding.
3. The Board could choose not to delegate signing authority to staff. This action is not recommended since delegated authority will enable the County to meet FAA grant’s timeline requirements.
4. The Board could choose not to approve the ATR. This is not recommended as it will prevent staff from implementing the grant activities.
OTHER AGENCY INVOLVEMENT:
Staff maintains ongoing coordination with the local FAA Airport District Office (ADO), regarding the Project and the scheduling of program funds. County Counsel will review the grant agreements and approve as to form, prior to execution.
