DEPARTMENTAL RECOMMENDATION:
The Department of Health & Social Services (H&SS) recommends that the Board of Supervisors:
1. Approve 17 Health and Social Services contracts and three contract amendments for a total of $26,969,760;
2. Delegate authority to the County Administrator to execute the contracts, including those awaiting final execution by the vendor and any subsequent amendments, with concurrence from County Counsel, up to a fiscal year aggregate of $74,999 per individual contract;
3. Delegate authority to the Director of Health and Social Services to execute any contract amendments that are administrative or technical in nature and have no fiscal impact; and
4. Approve Appropriation Transfer Requests totaling $318,314 to increase Behavioral Health Services appropriations and revenue (4/5 vote required).
SUMMARY:
The Department of Health and Social Services (H&SS) develops and administers over 500 contracts and memorandums of understanding (MOUs) each fiscal year, many of which provide for routine, mandated, ongoing services. On June 23, 2026, the Board of Supervisors approved the first set of 64 H&SS FY2026/27 master list contracts. H&SS is returning to the Board of Supervisors for a second set of contracts. The attached list includes new and renewal agreements, as well as amendments for ongoing services that require Board approval because the contract amounts exceeds $75,000. Two contracts listed in Attachment C require final execution by the vendor.
This item also contains Appropriation Transfer Requests (ATR) to ensure sufficient appropriations are available for all contracts submitted on this list.
FINANCIAL IMPACT:
The FY2026/27 Recommended Budget includes sufficient appropriations for 16 contracts and two amendments submitted on this list. ATRs are necessary to ensure there are sufficient appropriations for one contract and one amendment submitted on this list. There is no additional impact on the County General Fund.
The first ATR increases appropriations and revenue for software maintenance and support, driven by the Netsmart Contract Amendment for FY2026/27. Additional Short Doyle Medi-Cal and 2011 Realignment revenue will be utilized to cover the cost.
The second ATR increases appropriations and revenue for contracted direct services, driven by higher program services needed at Rio Vista CARE in FY2026/27. Additional 2011 Realignment and Federal Medi-Cal revenue will be utilized to cover the costs.
DISCUSSION:
The State of California, private and public foundations, and other public entities contract with the County to fund and provide various services and programs. H&SS complies with the County's Purchasing and Contracting Policies in developing the contracts presented for approval in this report.

The contract list has been sorted in two different ways, as follows:

The list of contracts includes the vendor's name, a brief description of services, the FY2026/27 recommended contract amount, the term end date, and the estimated percentage of County General Fund in each contract. These lists also include contracts that have been reviewed by County Counsel but are waiting for final execution by the vendor and are identified explicitly in Attachment C. H&SS is requesting that the County Administrator be authorized to execute all the listed contracts. Prior amendments and original contracts are available for review in Attachment D.
ALTERNATIVES:
The Board may choose to address some or all of these contracts and amendments individually. This is not recommended because approving these routine contracts on an individual basis requires preparing multiple agenda items. Furthermore, individual approval may delay services to H&SS programs and clients.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed and approved all contracts included on the lists for legal sufficiency.
