DEPARTMENTAL RECOMMENDATION:
The Department of Human Resources recommends that the Board of Supervisors adopt a resolution to amend the Alphabetical Listing of Classes and Salaries to add the classification of Registrar of Voters with a monthly salary of $12,187.07- $14,813.46.
SUMMARY:
On August 25, 2026, the Board of Supervisors amended Chapter 2 of the Solano County Code to remove the requirement that the Chief Information Officer (CIO) also serve as the Registrar of Voters. This change reflects the growing complexity and specialized demands of both information technology and election administration.
To support this transition, the County Administrator’s Office requested reclassifying the 1.0 FTE Assistant Registrar of Voters position to the classification of Registrar of Voters. Staff recommended separating the CIO and Registrar roles to ensure each function receives dedicated leadership and focused oversight. Under the amended ordinance, the CIO will continue to lead the Department of Information Technology, while a newly appointed Registrar of Voters will oversee a separate department.
As part of this restructuring, the former Elections Division within the Department of Information Technology has been elevated to a standalone department, now named the Registrar of Voters (ROV). The new department will continue to have 9.0 FTEs. After the Board’s action, the department will continue the same core responsibilities: maintaining the voters’ registration list, maintaining voter precincts, and administering all elections in the County.
FINANCIAL IMPACT:
The proposed reorganization is expected to have minimal fiscal impact and does not require additional positions. Existing staff and appropriations supporting elections would be assigned to the separate department, the Registrar of Voters. Costs associated with preparing the proposed ordinance and this agenda item are nominal and absorbed within existing appropriations. The proposed position change represents an estimated ongoing annual salary and benefits costs of $2,400.
DISCUSSION:
The County Administrators Office requested that the Department of Human Resources review the classification actions necessary to implement the director level position needed to plan, organize and direct the activities of the Registrar of Voters. In doing so, it was determined that the Assistant Registrar of Voters classification should be reclassified to the new classification of Registrar of Voters, and a job classification developed to continue to provide, as the Department Head, oversight of the Registrar of Voters mandated and ancillary services in compliance with local, state and federal regulations, legislation, codes and policies.
The Registrar of Voters will continue plan, organize and direct the activities of the newly formed department including, but not limited to maintaining the voters’ registration list, maintaining voter precincts, and administering all elections in the County.
The proposed monthly salary is $12,187.07 per month (Step 1) through $14,813.46 per month (Step 5).
ALTERNATIVES:
The Board of Supervisors could elect not to amend the Alphabetical Listing of Classes and Salaries to add the classification at the recommended salary; however, this is not recommended as the establishment of this classification is needed now that the former Elections Division within the Department of Information Technology has been elevated to a standalone department.
The Board of Supervisors could elect to set the wage for Registrar of Voters at a different value; however, this is not recommended because the proposed wage is consistent with the duties and responsibilities currently performed by the Assistant Registrar of Voters.
OTHER AGENCY INVOLVEMENT:
The County Administrator’s Office coordinated with the Department of Information Technology, Human Resources, and County Counsel in developing the proposed reorganization.
CAO RECOMMENDATION:
APPROVE DEPARTMENTAL RECOMMENDATION
