DEPARTMENTAL RECOMMENDATION:

 

The Department of Human Resources recommends the Board of Supervisors adopt a resolution amending the Alphabetical Listing of Classes and Salaries to amend the monthly salary range of the Mental Health Medical Director classification to $24,331.59 - $29,575.19.

 

SUMMARY:

 

The Department of Human Resources received a request from the bargaining unit representing the Mental Health Medical Director, Unit 19 Professional and Technical Engineers, Local 21, to adjust the salary range.  According to the adopted Memorandum of Understanding (MOU), Appendix B Salary Schedule, the Director of Human Resources, with concurrence from the County Administrator, is authorized to maintain a ten percent (10%) wage separation between executive and senior management classifications and subordinate staff.  The Psychiatrist (Child-Board Certified) is a subordinate classification under the Mental Health Medical Director, and the current salary of the Psychiatrist (Child-Board Certified) is approximately nine and one half percent (9.5%) above the Mental Health Medical Director salary.  It is recommended to adjust the Mental Health Medical Director salary upwards to ten percent (10%) above the Psychiatrist (Child-Board Certified).

 

FINANCIAL IMPACT:

 

The annualized increase in salary and benefits for the Mental Health Medical Director position is $86,973.75 with a cost of $17,729.26 for the balance of this fiscal year.  The cost will be funded with a combination of 1991 and 2011 Realignment and Short Doyle Medical. 

The costs associated for Human Resources to prepare and complete this agenda item are nominal and absorbed by the department’s FY2020/21 Adopted Budget

 

 

 

DISCUSSION:

 

The Union representative for Unit 19 Professional and Technical Engineers, Local 21, requested a review of the compensation for the Mental Health Medical Director based on the salary of the subordinate classifications.  The Mental Health Medical Director is a single-class position in the Department of Health & Social Services, Mental Health Division.  The classification is responsible for the supervision of medical services and participation in the formulation of policy and procedures, providing clinical direction to medical personnel.

 

The Department of Human Resources researched and confirmed that the following subordinate classifications report to the Mental Health Medical Director: Psychiatrist (Board Certified), Psychiatrist (Child-Board Certified), Public Health Nurse Manager, and Nurse Practitioner/ Physician Assistant.  Of these classifications, it was found that there was not a ten percent (10%) separation between the Mental Health Medical Director classification and the highest salary range of a subordinate staff.  The Psychiatrist (Child-Board Certified) has the higher salary range, making it the base line for the proposed adjustment to the salary for Mental Health Medical Director.

 

Should any of the subordinate classifications receive a salary adjustment in the future, this matter will be reviewed and may require additional Board of Supervisors’ action. 

 

ALTERNATIVES:

 

The Board of Supervisors could elect not to adopt the resolution; however, the Department of Human Resources would not recommend this alternative since the MOU specifies a ten percent (10%) wage separation between senior and executive classifications and the subordinate classifications. 

 

OTHER AGENCY INVOLVEMENT:

 

The Department of Human Resources worked with the Department of Health and Social Services and the County Administrator’s Office to establish the proposed salary range adjustment.  The Department of Human Resources also engaged in a discussion with Unit 19 Professional and Technical Engineers and Executive and Senior Management, Local 21, between January 2021 and March 2021.  The meet and confer process was closed with an agreement of the proposed salary range adjustment.
