DEPARTMENTAL RECOMMENDATION:
The Chief Probation Officer recommends the Board of Supervisors:
1. Approve a first contract amendment with Aramark Correctional Services for $300,000 for a total contract amount of $1,200,000 to provide meals for youth detained at the Juvenile Detention Facility (JDF) for the current period through June 30, 2025;

SUMMARY/DISCUSSION:
The Probation Department is tasked with providing meals for youth detained at the Juvenile Detention Facility (JDF). Aramark Correctional Services is contracted to provide food service management and oversight to the JDF for the period of July 1, 2022 through June 30, 2025. Aramark provides on-site food services at the Juvenile Detention Facility seven days per week. Aramark provides an on-site manager to coordinate and manage all aspects of food service operations and also provides on-site food service workers. Aramark employees prepare and serve all meals utilizing Title 15 standards and guidelines with a minimum of two hot meals per day. Aramark utilizes county-owned equipment necessary to prepare and store the food. This mandated service is necessary to provide nutritious, basic meals to youth entrusted to County care. The recommended amendment (First Amendment) increases the contract’s total compensation by $300,000 through June 30, 2025. The increase in the contract cost is the result of price increases based on the Consumer Price Index (CPI) as outlined in the original contract and for costs related to the provision of additional snacks for the youth not included in the original contract pricing.
FINANCIAL IMPACT:
The funding for this amendment is provided through Federal, State, and County General funds. The Probation Department’s FY2024/25 Recommended budget includes sufficient funds to cover the anticipated contract costs. The County’s Standard Contract allows for the County to terminate or amend a contract if funding becomes unavailable during the term of the contract. The costs associated with preparing this agenda item are nominal and absorbed in the Probation Department’s FY2024/25 Recommended Budget.
ALTERNATIVES
The Board can choose not to approve this amendment. However, this is not recommended as this will result in an interruption of vital and/or mandated services provided by the Department.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed the Aramark amendment and approved it as to form.
