DEPARTMENTAL RECOMMENDATION:

 

The Director of Human Resources recommends that the Board of Supervisors adopt a resolution and plaque of appreciation honoring Rebecca Iacobucci, Senior Human Resources Analyst, upon her retirement from the Human Resources Department with 36 years of public service including 16 years of dedicated public service to Solano County. 

 

SUMMARY/DISCUSSION:

 

Rebecca Iacobucci began her career with Solano County as a Senior Human Resources Analyst with the Department of Human Resources on February 1, 2010 having served over 20 years in prior public service. She began her career with the City of Redondo Beach in 1980, where she served as a Personnel Officer. In 1984, she became the Personnel Director for the City of Brea, where she served for six years before moving to the City of Irvine as its Manager of Human Resources. After leaving the City of Irvine in 1992, she returned to public service in 2001 as a Senior Personnel Management Consultant with the CPS HR Consulting Joint Powers Authority until joining Solano County in 2010.

 

Throughout her more than 16 years with Solano County, Ms. Iacobucci has made an enduring and meaningful impact through her work as a Senior Human Resources Analyst. She brought exceptional expertise across the full breadth of Human Resources functions, including executive-level and high-volume recruitment and selection, classification and compensation, and employee relations. Ms. Iacobucci consistently applied her deep technical knowledge, strong analytical abilities, and trusted problem-solving skills to help departments navigate complex workforce needs and implement effective staffing strategies.

 

Her extensive institutional and historical knowledge provided valuable context during organizational transitions, ensuring that process improvements and future changes were balanced with an understanding of past practices and their purpose. Ms. Iacobucci’s work as the County’s background and Live Scan expert supported safe and compliant hiring, while her involvement in job fairs and workforce-development initiatives helped individuals, including vulnerable populations, enter or re-enter the workforce and access meaningful employment opportunities. She regularly partnered with the County Administrator’s Office on time-sensitive and high-profile recruitments, demonstrating a combination of executive-level expertise and high-volume recruitment experience.

 

Ms. Iacobucci is also recognized for her compassion and dedication to employees, often helping individuals identify alternative placements within the County so they could continue their public-service careers instead of facing layoffs. Her steady presence, thoughtful guidance, and commitment to service have strengthened the Department of Human Resources and advanced the County’s mission. Ms. Iacobucci’s contributions have influenced countless employees, shaped important County initiatives, and will continue to benefit the Human Resources Department and Solano County well beyond her retirement.

 

FINANCIAL IMPACT:

 

The cost associated with preparing the agenda item is nominal and absorbed by the Department’s FY2026/27 Working Budget. The costs associated with preparation and purchase of the plaque are included in the Board’s FY2026/27 Working Budget.

 

ALTERNATIVES:

 

The Board may elect not to adopt a resolution and plaque of appreciation; however, this is not recommended, as this is an opportunity to honor Rebecca Iacobucci for her years of public service to the Department of Human Resources and the citizens of Solano County.
