DEPARTMENTAL RECOMMENDATION:

 

Authorize the interim District Administrator to approve a $120,000 purchase of Personal Protective Equipment for the Vacaville Fire Protection District; and Approve an Appropriation Transfer Request totaling $120,000, increasing expenditures for the purchase offset by a transfer-in from fund balance (4/5 vote required).

 

SUMMARY/DISCUSSION:

 

The Board of Supervisors, in its capacity as the Board of Directors for the Vacaville Fire Protection District, is being asked to approve an ATR totaling $120,000 for the purchase of new Personal Protective Equipment.  This structural turnout equipment is recommended for replacement every ten years and this purchase includes 50 sets of pants, jackets and gloves, 20 shrouds and 7 helmets.  This equipment is worn for call response and ensures the safety of firefighters and meets National Fire Protection Association (NFPA) and Occupational Safety and Health Administration (OSHA) standards. 

 

FINANCIAL IMPACT:

 

This purchase expense was inadvertently excluded from the District budget approved by the Board of Directors in June 2025 for FY2025/26.  The District’s fund balance is sufficient to cover the cost of this appropriation.  The costs associated with preparing the agenda item are nominal and absorbed by the Department’s FY2025/26 Working Budget.

 

 

 

ALTERNATIVES:

 

The Board may choose not to authorize this expenditure; however, the current equipment has passed its ten-year recommended lifespan.
