DEPARTMENTAL RECOMMENDATION:
The Department of Resource Management recommends that the Board of Supervisors approve the Notice of Completion for the Travis AFB South Gate Safety Improvement Project, constructed by Teichert Construction, Inc. for a final cost of $1,679,689.
SUMMARY:
On January 27, 2015 the Board authorized the Department of Resource Management to award and execute a contract with the lowest responsible bidder for Travis AFB South Gate Safety Improvement Project. The project consisted of safety improvements along Petersen Road for the Travis Air Force Base south gate entrance for deliveries to this facility (See Attachment A - Site Map & Photo). Teichert Construction, Inc. of Davis was the lowest responsible bidder at the bid opening held on July 13, 2015. A contract was awarded to Teichert Construction, Inc. on July 23, 2015 and executed on August 7, 2015. All construction work on the project has been completed as of May 19, 2016 in compliance with the contract plans and specifications.
FINANCIAL IMPACT:
The Project was funded with 80% federal High Priority Project funding with the 20% local match being split between the County’s Road Fund and the City of Suisun City. There is no impact to the General Fund.
DISCUSSION:
The Travis AFB South Gate Safety Improvement Project consisted of safety improvements along Petersen Road, primarily for trucks accessing the Base. Safety Improvements included road widening for truck stacking, separated bike/pedestrian path, improved geometry, pavement rehabilitation, modifications to existing culverts and other minor improvements. Full depth reclamation (FDR) was implemented as the primary road reconstruction method for the existing roadway to maximize recycling and cement treating the existing roadway materials. The work also included traffic control, flagging, application of thermoplastic striping and pavement markings. These improvements allow large trucks to stack in a separate lane as they await entry into the Base, which can become a very long queue. The through lanes now remain uncongested for local landowners, the sports complex, and the City’s corporation yard.
The Project was completed within the amount of federal funds budgeted, but at a cost overrun of twelve (12) percent over contract. The additional costs experienced were primarily due to the environmental costs of administering California Department of Fish and Wildlife (CDFW) permits to protect threatened and endangered species (California Tiger Salamander). Work was conducted through the migration and breeding season of the California Tiger Salamander, which required additional protection measures at substantial added costs to the Project.
Approval of this item, for a total contract cost of $1,679,689, allows the Department of Resource Management to make the final payment to the Contractor.
ALTERNATIVES:
The Board could choose to not approve the Notice of Completion. This is not recommended, since it would delay the final payment to the contractor and all construction work has been completed.
OTHER AGENCY INVOLVEMENT:
The Solano Transportation Authority assisted with acquisition and transfer of the federal HPPP funding. The City of Suisun City is a co-sponsor funding partner of the project, and assisted with review and oversight of the design work. County Counsel has reviewed and approved this item as to form.
