DEPARTMENTAL RECOMMENDATION:

 

The Department of General Services recommends that the Board of Supervisors:

 

1.                     Approve a bill of sale for the purchase of six commercial modular units currently serving as temporary court rooms and office space with the Judicial Council of California (JCC) and the Superior Court of California of County of Yolo for $1; and

 

2.                     Approve an Appropriation Transfer Request of $3,000,000 from General Fund-Capital Renewal Reserves to the Accumulated Capital Outlay Fund to approve and fund the related capital project to complete removal, transportation, and reinstallation of the modular units, including site preparation and utility connections at the Solano County Juvenile Detention Facility (JDF) campus located at 740 Beck in Fairfield (4/5 vote required).

 

SUMMARY/DISCUSSION:

 

The commercial modular units are owned by the JCC and the Superior Court of California, County of Yolo. The units are currently in Willows, CA where the JCC is using the units as temporary Court rooms and office space for Glenn County, in connection with the completion of a new Court Building project. The six modular units, each with a dimension of 56’ x 12’ , will help provide the needed space for the County Probation Department’s programs and staff at the JDF campus at 740 Beck Avenue in Fairfield.  Additionally, there will be a mutual benefit in allowing the Solano Superior Courts to temporarily use the modular for court operations otherwise displaced during the construction of the State’s new Solano Hall of Justice project (estimated start in FY2025/26 and continue into FY2028/29). The modular units will be available for County use both before and subsequent to the New Solano Courthouse Project, as described in the Bill of Sale and Attachment A.

 

The JCC anticipates vacating the modular units at their current location in Willows, CA on or about November 1, 2023, with Solano County moving the modulars within ninety (90) days thereafter. General Services Facilities Operations and Capital Projects Management staff have reviewed the modulars and found them to be in good condition. The costs to remove, transport and place the modulars from their current location in Willows to a newly improved site at the JDF campus is anticipated to be $3,000,000 as itemized at Attachment B.

 

The Project scope consists of the purchase, removal, transportation, and reinstallation of the modular. Site preparation costs for modulars installation at the JDF includes engineering, permit drawing preparation and permits, site grading, aggregate base pad, drainage, foundation piers and tie downs, underground utility runs, limited interior work, final utility connections, additional staff parking and access driveway paving.

 

FINANCIAL IMPACT:

 

The total Project cost is roughly estimated to be $3,000,000 and will be funded by a draw of from the County General Fund-Capital Renewal Reserves. The project cost includes estimated construction cost of $2,000,000, project management costs of $195,000, engineering design and management fees of $286,000, Job Order Contract (JOC) fee, permits and inspections of $160,000; Furnitures Fixtures and Equipment allowance of $150,000; construction and project contingencies of $208,999; and a purchase cost of $1.

 

The costs associated with preparing this agenda item are nominal and absorbed by the department’s FY2023/24 Working Budget.

 

ALTERNATIVES:

 

The Board could choose not to approve the purchase, transfer and placement of the modular units. This alternative is not recommended because the purchase price is nominal, the modulars provide additional office and classroom space needed to deliver services through Solano County Probation while also offering the potential temporary swing space for displaced Superior Court operations during construction of the State’s new Solano Hall of Justice project.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed the Bill of Sale for legal sufficiency. Staff has met and discussed the proposed Bill of Sale with the Judicial Council of California, and the Superior Court of California, County of Yolo.
