DEPARTMENTAL RECOMMENDATION:

 

Supervisor James requests that the Board of Supervisors authorize the County’s contribution of $3,900 from the General Fund contribution allocated to District 1 to benefit the following organizations, including Solano Library Foundation ($500), Solano County Farm Bureau ($1,000), Asian Pacific American Public Affairs (APAPA) ($400), Solano Community Foundation ($500), Reservoir of Help Foundation ($1000), and Vallejo Together ($500).

 

SUMMARY/DISCUSSION:

 

District 1 has identified six local non-profit organizations for which to contribute its non-county contribution allocation, including:

 

Solano County Library Foundation - $500

This contribution supports the ongoing work and mission of the Solano County Library Foundation, which provides critical funding for library programs, literacy initiatives, and community engagement efforts across Solano County. The foundation plays a key role in enhancing access to educational resources and promoting lifelong learning for residents of all ages.

 

Solano County Farm Bureau - $1,000

This allocation supports the Solano County Farm Bureau’s annual summer fundraiser, which helps sustain local agricultural education programs, scholarships for youth pursuing careers in agriculture, and advocacy efforts that promote and protect farming interests throughout the region.

 

Asian Pacific American Public Affairs (APAPA) - $400

This funding will serve as a sponsorship for APAPA’s 2025 Celebration of Young Leaders event. The event honors and empowers emerging leaders within the Asian American and Pacific Islander (AAPI) community, fostering civic engagement, leadership development, and public service among youth in Solano County.

 

Solano Community Foundation - $500

This allocation is designated to support the Late-Night Basketball Program for Vallejo youth in 2025, an initiative aimed at providing a safe, engaging, and constructive recreational outlet during evening hours. The funds will also assist in the early planning and development of the 2026 program, helping ensure its continued success and expanded reach.

 

Reservoir of Help Foundation - $1,000

This funding supports their Omega’s summer fundraiser, which is dedicated to raising resources for the development of a new community building and to expand youth-centered programming in Vallejo. The investment will help enhance safe spaces, mentorship opportunities, and educational initiatives for local youth, particularly in underserved areas.

 

Vallejo Together - $500

This funding will support Vallejo Together 2nd annual Maria Guevara Gala which raises money to promote their mission to engage community members without shelter in Vallejo and strategize to meet their diverse needs, including basic needs items, direct service referrals, forming effective partnerships and collaborations, and advocating for change. This donation is for them to provide Hygiene packages to unhoused residents and assist them in attaining the resources to do more outreach.

 

Guidelines for Grant Funding Requests:

During the FY2024/25 Budget Hearings, the Board appropriated $75,000, $15,000 to each supervisorial district, to allow Board members to support community service programs. The Board directed County Counsel to provide guidelines on how to recommend funding for qualifying agencies or programs. The Guidelines are as follows:

 

1.)                     Each supervisor must submit the proposed expenditure to County Counsel and the Auditor-Controller for initial review.

2.)                     The Board must approve the expenditure by a majority vote.

3.)                     The Board must determine that the expenditure is for a public purpose.

4.)                     The Board may authorize an expenditure of public funds to a nonprofit organization so long as the County retains ultimate control over the exercise of judgment and discretion of the intended program.

5.)                     To ensure accountability, all expenditures are subject to periodic audit by the Auditor-Controller; and

a)                     If the recipient provides an activity, program or service (“activity”), it shall provide an activity report within 30 days of the activity that states the number of persons attending (if applicable) or participating activities carried out, feedback from participants (if applicable) and benefits of the activity. The recipient’s failure to provide a report may result in its being considered ineligible for future funding.

b)                     If the recipient is purchasing property or making improvements, it shall use the funds for only the specified purposes and allow representatives of the county to inspect and/or audit the purchase or the contractor’s performance, the facility or the portion improved with the funds and/or the records pertaining to the expenditures. The recipient shall retain for inspection and audit purposes any and all books, receipts, documentation and other records of the expenditures for three (3) years from date of receiving funds.

 

 

FINANCIAL IMPACT:

 

The expenditures totaling $3,900 in contributions are included in the Department’s FY2025/26 Working Budget.  The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2025/26 Working Budget.

 

ALTERNATIVES:

 

The Board could choose not to authorize these expenditures; however, this is not recommended as this is consistent with Board policy.

This report was prepared in coordination with the County Administrator’s Office, County Auditor/Controller’s Office, and County Counsel.
