DEPARTMENTAL RECOMMENDATION:
The Workforce Development Board (WDB) of Solano County recommends that the Board of Supervisors approve a contract with the NetXperts, Inc., to serve as the Managed IT Systems vendor beginning April 15, 2020 through March 31, 2021 for an amount not to exceed $56,400 and authorize the WDB President/Executive Director to sign the contract and any amendments to the contract provided the total annual amendments do not exceed 10% of the contract amount.
SUMMARY/DISCUSSION:
On October 28, 2019, the WDB of Solano County published and distributed the Managed IT Systems Provider Request for Quote (RFQ) to twelve (12) local and regional firms that provide IT services; as well as posted the RFQ on Solano County’s Public Purchasing website and the WDB website. On November 7, 2019, staff held a Site Visit, which was attended by (ten) 10 providers. The deadline for proposal submissions was November 22, 2019 by 5:00pm.
Staff received 10 proposals with 8 proposals meeting the minimum qualifications for consideration. On December 12, 2019, staff met to discuss each proposal and make a recommendation for a Managed IT Systems Provider.
Based on the proposals, scores, and experience staff selected the two highest ranked providers to move forward with the second phase of evaluations. Each vendor met with staff to provide an oral presentation during the last week of December. The reviewers selected NetXperts, Inc. as the winning bidder.
This contract may be extended in time, for up to two (2) years at an anticipated $56,400 annually subject to satisfactory performance by the sub-recipient, availability of funds, and Board action.
As information technology demands can be urgent in nature, it is being requested that that the WDB President/Executive Director be authorized to sign any amendments to the contract provided the total annual amendments do not exceed 10% of the contract amount.
FINANCIAL IMPACT:
The WDB’s FY2019/20 and FY2020/21 budgets include or will include the necessary funding to cover the cost of this contract.
ALTERNATIVES:
While not recommended, the Board of Supervisors could choose not to approve the contract and direct staff to issue another procurement; however, the WDB is currently on a month to month contract with its interim IT service provider and is currently beyond the time allotted by the state to solidify a permanent IT service provider.
OTHER AGENCY INVOLVEMENT:
No other agency involvement.
