DEPARTMENTAL RECOMMENDATION:

 

The Auditor-Controller’s Office (ACO) recommends that the Board of Supervisors approve an Appropriation Transfer Request (ATR) for the County Disaster Fund to complete LNU Lightning Complex fire restoration work at Lake Solano Park for $400,000 recognizing unanticipated insurance revenues offset by project related appropriations. (4/5 vote required)

 

SUMMARY/DISCUSSION:

 

The LNU Lightning Complex Fire was responsible for extensive damage throughout Solano County and resulted in approximately 30 acres of natural resource damage and the destruction of buildings and assets including the park residence, maintenance shop, fencing, plumbing, electrical, and almost all park maintenance equipment.

 

County staff have worked extensively with multiple departments and divisions as well as representatives from insurance agencies and multiple contractors from several disciplines to repair, replace and recover from the damages incurred by the fire. Efforts to replace equipment and infrastructure at Lake Solano Park are concluding, with the completion of the park residence, maintenance workshop, and yard installation. Final work on the Nature Center fire suppression tank is expected to be completed this winter.

 

The recommended ATR reflects the appropriations required to complete the recovery project work and finalize the ongoing coordination between McLarens (Solano County Insurance provider) and Solano County staff from the Auditor-Controller’s Office, County Counsel’s Office, and the Department of Resource Management. The increase in unanticipated revenues reflects the final insurance payment for the damages at Lake Solano Park.

 

FINANCIAL IMPACT:

 

The County Disaster Fund needs to increase appropriations by $400,000 to complete restoration work at Lake Solano Park. Since this work is the result of damage caused by the LNU Lightning Complex fire, these expenditures will be reimbursed by insurance revenue, increasing unanticipated insurance revenue by $400,000.

 

ALTERNATIVES:

 

The Board may choose not to approve this Appropriation Transfer Request. This is not recommended as restoration work is almost complete and will be fully reimbursed by insurance revenue.
