body

HUMAN RESOURCES' RECOMMENDATION:

The Department of Human Resources recommends the Civil Service Commission establish the classification specification of Human Resources Information System/Process Analyst I/II.

SUMMARY:

The Department of Human Resources recommends the Civil Service Commission establish the Human Resources Information System/Process Analyst I/II job specification. This is a single position classification that will be allocated to the Department of Human Resources. The Human Resources Information System/Process Analyst I/II will perform technical level duties in support of the Human Resources Information System (HRIS) and other databases used within the Department of Human Resources as well as review, analyze, and document department processes.

DISCUSSION:

In 2020, the Department of Human Resources contracted with Municipal Resources Group (MRG) to study the Benefits and Fiscal Manager position. One of MRG’s recommendations was to consider adding an Analyst level position to ensure institutional knowledge was not lost and to provide back-up coverage to imperative Human Resources Information Systems tasks. On September 14, 2021, the Board of Supervisors approved a “TBD” Human Resources Analyst position within the Human Resources Employee Benefits Division to address staffing needs.

Human Resources staff determined the proposed Human Resources Information System/Process Analyst I/II job classification best meets the Department’s needs and will ensure business continuity of critical human resources systems needs by providing back-up and cross-training with the Benefits Manager. This position will also be responsible for documenting new system processes and training staff on the use of these systems, as well as assisting with troubleshooting of system issues and consulting with IT as needed. The Human Resources Information System/Process Analyst I/II was created as a series to allow incumbents to flexibly promote as they learn the role and become more independent in performing the job duties.

On July 30, 2024, the County notified all recognized employee organizations of the County’s intent to establish the new classification, designating it as an unrepresented position. Only SEIU requested to meet and confer; however, they subsequently declined to meet and confer.

Attached is a copy of the proposed new class specification for Human Resources Information System/Process Analyst I/II.

ALTERNATIVES:

The Civil Service Commission could elect not to approve the proposed class specification; however, this is not recommended as the proposed Human Resources Information System/Process Analyst I/II will provide the Human Resources Department with back-up for critical systems requirements.

OTHER AGENCY INVOLVEMENT:

The County Administrative Office was consulted and concurs with the proposed class specification. On July 30, 2024, the County notified all recognized employee organizations of the County’s intent to establish the new classification.
