DEPARTMENTAL RECOMMENDATION:
The Department of Health and Social Services recommends the Board of Supervisors:
1. Adopt a resolution amending the List of Numbers and Classifications of Positions to add 1.0 FTE Administrative Secretary and to delete 1.0 FTE Clerical Operations Supervisor to align with the program needs of the Health and Social Services, Child Welfare Services Division; and
2. Extend 1.0 FTE Mental Health Specialist II (Limited Term) from January 1, 2027, through June 30, 2027, to continue supporting the Providing Access and Transforming Health Justice-Involved (PATH-JI) program for the Health and Social Services, Behavioral Health Division.
SUMMARY/DISCUSSION:
The Health and Social Services (H&SS), Child Welfare Services (CWS) Division delivers mandated services to children at risk of abuse or neglect and supports family reunification efforts. The Division is staffed with 147.5 FTEs and is overseen by a Deputy Director whose office provides essential administrative support.
The Clerical Operations Supervisor supporting the Administration recently became vacant. Upon review of the current needs of the Division, CWS determined that the position no longer needs to perform supervisory duties and instead will provide direct administrative support to the CWS Deputy Director. Human Resources reviewed the duties and responsibilities of the position and determined that they are consistent with the Administrative Secretary classification. Accordingly, the Department requests the deletion of 1.0 FTE Clerical Operations Supervisor position and the addition of 1.0 FTE Administrative Secretary position to better align the position with the duties being performed and support the administrative and operational needs of the Division.
H&SS, Behavioral Health services are essential in meeting the health needs of justice-involved individuals. Under California Advancing and Innovating Medi-Cal (CalAIM), the Providing Access and Transforming Health Initiative (PATH-JI) Capacity Building Program supports the planning and implementation of targeted pre-release Medi-Cal services and behavioral health linkages required by AB 133. PATH-JI coordinates key county partners, including H&SS, Behavioral Health, Sheriff’s Office, Probation Department, and H&SS’ Employment and Eligibility Division, along with other law enforcement and crisis response agencies, to reduce unnecessary incarceration through early intervention and coordinated services.
On January 23, 2024, the Board of Supervisors affirmed the PATH-JI Round 3 grant application to the California Department of Health Care Services. On June 20, 2024, the Board approved a Mental Health Specialist II (Limited-Term) position through December 31, 2026 to support the grant activities. Behavioral Health requests an extension of the existing 1.0 FTE Mental Health Specialist II (Limited Term) position from January 1, 2027, through June 30, 2027, to maintain critical prerelease services, linkage support, and clinical coordination within the multi-agency effort. The extension aligns with the State’s updated project period and grant modification.
FINANCIAL IMPACT:
The addition and deletion of positions within the Child Welfare Division is anticipated to result in a net savings to the Division’s FY2026/27 Working Budget. There is no impact to County General Fund.
The PATH-JI grant will fund the extension of the Mental Health Specialist II (Limited Term) position. The FY2026/27 Working Budget has sufficient appropriations to fund this action, and there is no impact to the County General Fund.
ALTERNATIVES:
The Board may choose not to approve the resolution to amend the List of Numbers and Classifications of Positions to add 1.0 FTE Administrative Secretary and to delete 1.0 FTE Clerical Operations Supervisor; however, this action is not recommended because the duties and responsibilities of the position are consistent with the Administrative Secretary classification and the position will provide necessary administrative support to the CWS Deputy Director.
The Board may choose not to extend the Mental Health Specialist II (Limited Term) position from January 1, 2027, through June 30, 2027; however, this is not recommended. Failure to extend the position would limit Behavioral Health’s ability to continue providing PATH-JI pre-release behavioral health services, linkage support, and coordinated clinical planning through the extended grant period.
OTHER AGENCY INVOLVEMENT:
Human Resources reviewed the duties and responsibilities associated with the CWS position and determined that the Administrative Secretary classification is appropriate.
The Behavioral Health Division has worked closely with the Sheriff’s Office and Probation Department in the planning, development, and implementation of the PATH-JI program.
