DEPARTMENTAL RECOMMENDATION:

 

Supervisor James requests the Board receive a presentation from California State Association of Counties Executive Director Graham Knaus on statewide advocacy and CSAC’s role in advancing Solano County priorities.

 

SUMMARY / DISCUSSION:                     

 

The California State Association of Counties (CSAC) represents California’s 58 counties before the State Legislature, administrative agencies, and the federal government. CSAC’s core work includes advocacy on county priorities, member services, and educational initiatives to strengthen local governance and promote public understanding of county programs. With a focus on fiscal stability and addressing shared challenges across diverse counties, CSAC works to ensure counties can continue delivering vital services. In the upcoming presentation, CSAC staff will provide an overview of these efforts and discuss how the association can support the Board’s priorities, incorporating any specific topics the Board wishes to address.

 

As part of its statewide tour to engage counties, CSAC will be visiting Solano County to share updates on legislative priorities and initiatives affecting local communities. This visit may also serve as a collaborative effort with the Rural County Representatives of California (RCRC), further strengthening regional and statewide partnerships. The discussion will not only address key policy concerns but also highlight the unique identity and contributions of Solano County within the broader California context.

 

FINANCIAL IMPACT:

 

The costs associated with preparing the agenda item are nominal and absorbed by the department’s FY2025/26 Working Budget.

 

ALTERNATIVES: 

 

The Board could choose not to accept this presentation from CSAC; however, this is not recommended.
